Description

The World Health Organization (WHO) Regional Office for the Western Pacific (WHO/WPRO) hereby invites all qualified and reputable supplier/contractor to apply for eligibility to qualify for the Organization's requirements for Request for Proposal (RFP).  

The objective of this Expression of Interest (EOI) is to identify potential suppliers to carry out the following work: Technical assistance support to the National Department of Health (NDOH) to establish a national Medicines Quality Control Laboratory (MQCL) in PAPUA NEW GUINEA.
 

The objectives of the project are as follows:

  1. Develop the technical capabilities of the MQCL to perform compliance and investigative testing on pharmaceutical products in support of the PNG medicines regulatory agency;
  2. Develop a MQCL Quality Management System (QMS) that provides assurance in the quality of the laboratory’s activities and results; and
  3. Establish the MQCL as the national pharmaceutical quality control laboratory, meeting requirements of WHO Good Practices for Pharmaceutical Quality Control Laboratories and standard ISO 17025.
     

The work may involve the following projects in MQCL portfolio:

1. Deliver expert instruction on sample management, pharmaceutical and analytical chemistry, Health & Safety (including waste management), 

2. Quality management

3. Equipment management (including computerized systems and protection of data integrity)

4. Purchasing and Contract management 

4. Medicines quality monitoring programmes

5. Training of inexperienced newly recruited staff
 

In order to be considered, interested entities should submit the Reply Letter (as per attached, quoting reference number WP/SUP/15 BID 03 ) including the following pre-qualification documents:

a. Company Profile- including organization chart and number of staff
b. Reference list of expertise including CVs of key experts 
c. Certificate of Company Registration
c. Certificate of Good Financial standing
d.  List of Previous clients'
e. Authorization letter to WHO/WPRO to verify and validate authenticity of the documents submitted
 

Submission of Expression of Interest

The EOI and accompanying documents must be received by WHO no later than 21 August 2015, 15:30 pm Manila Philippines Time

The terms of this Invitation for Expression of Interest are informational and will become effective and enforceable when a definitive agreement is executed.

WHO/WPRO reserves the right to reject, qualify or disqualify any or all suppliers/contractors during the Pre-qualification process. WHO also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents.

Submitting a reply to a call for expression of interest for pre-qualifications does not automatically guarantee receipt of the solicitation documents when issued. Invitations to Bid or Requests for Proposals and any subsequent purchase order or contract will be issued in accordance with the rules and procedures of WHO.
