Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The objective of this consultancy is to support the HOTL Association of Timor Leste in the process of identifying and consolidating the priorities of its member companies and translating these into: 1. A Business Agenda outlining key sector priorities and policy positions; and 2. A draft advocacy strategy to guide HOTL’s policy engagement and advocacy activities. The assignment is expected to achieve the following results: • Member priorities documented – HOTL member companies are consulted and their perspectives on key business environment constraints and opportunities are documented. • Sector Business Agenda developed – A structured Business Agenda identifies priority policy reforms and agreed policy positions for the hospitality and tourism sector. • Advocacy strategy established and implemented – A practical advocacy strategy guides HOTL’s engagement with the national chamber, government, and other relevant stakeholders, including measurable indicators and an implementation roadmap.
