Call for External Collaborator -- International Consultant to Develop Strategic Plan for Cooperative Societies Council, ILO ROAS - COOP/SSE Unit

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an international consultant to develop a Strategic Plan (2026–2030) for the Cooperative Societies Council (CSC) in Saudi Arabia. The consultant will facilitate a participatory process transforming institutional assessment findings into a coherent strategic framework; strengthen CSC ownership through Board/member engagement; produce a results-oriented, costed, time-bound Strategic Plan aligned with cooperative values, national priorities, and ILO Recommendation No. 193. Work includes workshops, surveys, stakeholder consultations; drafting plan covering vision, mission, objectives, institutional strengthening, financing; facilitating validation. Two Saudi Arabia missions required. All deliverables in Arabic. Duration: 1 May–30 June 2026.
