New clarification added: Q24: Dear UNOPS Team, the reference is made to the line No. 2 of Technical specification: Memory - at least 32 GB (built-in) and a microSD slot for at least 128 GB. As per clarification, the body camera is required to support a microSD slot but the microSD card is not required to provide. Could you please specify the requirement of "32 GB (built-in)"? Is it a RAM/ROM?Since a microSD slot can support 128-GB card, could you please accept to delete "32 GB (built-in)"?A24: The requirement "At least 32 GB (built-in)" is a ROM requirement. The requirement "and a microSD slot for at least 128 GB" is also a ROM requirement, in case the user wants to increase the ROM capacity by purchasing and installing additional ROM for larger data storage. Therefore, the "At least 32 GB (built-in)" requirement cannot be deleted.

New clarification added: Q26: Dear UNOPS team, please clarify the following:1. Line 2 Memory: The requirement for body cameras to have both built-in memory and a microSD slot is not widely supported by many manufacturers, as most professional models rely on secure internal storage to ensure higher IP protection and improved data security by preventing unauthorized removal or tampering with recorded files. Including this specification may unreasonably limit competition and reduce the number of tender participants, since the presence of a microSD slot is not a critical operational parameter. Therefore, it is recommended to prioritize secure built-in memory while keeping storage requirements flexible to ensure fair participation. Please, clarify if body cameras with built-in 128GB memories or even higher will be accepted?2. Line 16 Battery capacity: We have plenty of body cameras with different battery types, which are: built-in batteries with 4200mAh (12 hours working time) and with replaceable batteries with 2.600mAh x 2pcs (each battery 10 hours working time). We recommend using Body cameras with replaceable dual batteries to ensure uninterrupted operation, as officers can quickly swap batteries without stopping recording or removing the device from service. This solution extends working time, reduces maintenance costs, and increases overall reliability compared to models with built-in batteries. It also allows organizations to keep devices operational while spare batteries are charged separately. Will 2x2.600mAh batteries be acceptable instead of one 4.200mAh?3. Line 25 and 26: Please clarify the difference line 25 (Attachment to clothing) and line 26 (Clip small and large)?4. Line 27 Cloud data storage: Software: Kindly note that to upload the data to server from body cameras, there should be proper software installed into server which is provided by manufacturer of each type of body cameras. These software work (usually) with licenses for each device and each license costs money. Should these license fees be included in our offer?A26: Dear Bidder, please find clarifications below:1. Line 2 Memory: Body cameras with at least 32 GB of built-in memory will be accepted. Since 128 GB is larger than 32 GB, 128 GB will be accepted as the appropriate size, BUT, a microSD slot for at least 128 GB is required.2. Line 16 Battery capacity: Battery capacity must be "Not less than 3000 mAh" and continuous working hours "Not less than 10 hours." Bodycams that meet these parameters will be accepted. Therefore, two 2600 mAh batteries instead of one 4200 mAh battery will not be accepted.3. Line 25 and 26: Line 25 requires that the bodycam be able to be attached to clothing. Line 26 requires the provision of two clips of two sizes (small and large) for attaching the body camera to clothing.4. Line 27 Cloud data storage: If your body camera model requires an additional software license to upload data to the server, then yes, all such licenses should be included in the price.

Number of Objects and Cameras: Could you please confirm the number of locations/objects and the quantity of body cameras at each location?4. Storage Servers: How many storage servers will be used? Will all cameras from all locations copy their data to a single server, or will multiple servers be used?A23: Dear Bidder, please find clarifications below:No, it shouldn’t, the requirements only indicate the mandatory presence of an appropriate microSD slot that must support a card of at least 128 GB.Requirement 23: Charger, From an adapter or from a charging station (must be included in the delivery package) - requires that each device must have an adapter or from a charging station, which must be included in the delivery package. There are no separate requirements for the adapter or from a charging station; they must be fully compatible with bodycameras.The end user has not yet determined the exact number of objects and the number of bodycameras at each object, but it is likely that between 2 and 5 bodycameras will be used at each object, depending on the object type.The end user did not provide details on this. It is likely that both options will be used: some bodycameras will send data to only one server, while data from other bodycameras will be stored on multiple servers. All servers will be physically located within Uzbekistan.

Working in standby mode - Not less than 170 hours; Please confirm if 170 hours for standby mode is mandatory? There is no body camera could last for 1 week without battery replacement. Could you please revise to 17 hours?A22: Dear Bidder, for your reference: Standby mode is a low-power, energy-saving state for electronics that suspends operations but keeps the device partially active for near-instant, quick wake-up. While in this mode, non-essential components are disabled from conserve power, yet it allows for immediate resumption of tasks, making it ideal for when a device is temporarily out of use.We have studied many models with a "Working in standby mode" parameter greater than 170 hours. Therefore, we do not believe it is necessary to change this parameter.Perhaps you were referring to the parameter in point 17. "Continuous working hours." Our requirements specify "Not less than 10 hours;" which is acceptable for most bodycams.

Could you share each specific address of the final destination sites?Do you need the contractor to delivery the products from SES warehouse to each final destination?A20: The reference is made to the paragraph F. In- Country Logistics of the Section II: Schedule of Requirements: After clearance of the goods from Customs by the Consignee (UNOPS), the Contractor (or its nominated local agent, partner or subcontractor) shall be responsible for the associated in-country logistics ([i] Loading, transportation from customs depot to SES warehouse, Bunyodkor ave, 45, Tashkent, Uzbekistan including unloading. All associated safety and security arrangements for the goods until their handover to the authorities at the final destination facility shall remain the responsibility of the Contractor. The Contractor therefore shall arrange for and maintain proper insurances for all the in-country storage and transportation activities. There is only only one facility: SES warehouse, Bunyodkor Avenue, 45, Tashkent, Uzbekistan.

New clarification added: Q19: Dear UNOPS team, for the sever considering safety factors, it is generally the user to prepare and the manufacturer usually don't provide the server. For this tender, could you kindly clarify if you need the bidder to provide the server? what quantity of the server you needed if you need the Bidder to provide? A19: The bidder is not required to provide a physical server.

New clarification added: Q17: Additional Batteries: In addition to the standard battery supplied with each bodycam, should bidders include additional spare batteries in their quotation?A17: Additional batteries are not required as part of the bodycam delivery, but it is necessary to take into account our requirement that "during the warranty period, local authorized service centers shall provide after-sales service, including maintenance and/or replacement of defective parts/equipment, repair of equipment, labor to repair equipment and/or replace parts on-site at the equipment no later than 3 (three) business days from the date of receipt of a telephone call, written or electronic notification from the authorized party. All maintenance shall be free of charge to the recipient institution during the warranty period." Therefore, local service centers must be equipped with the required number of spare parts, including additional batteries, to fulfill service warranty obligations during the specified time periods.

New clarification added: Q16: System Topology: If available, could you please share the intended or preferred system topology between the body cameras, docking/charging stations, and data storage (cloud and/or (On-premises)?A16: The employee goes to the site and turns on the bodycam, which is supposed to record. Data transfer can be transfer online (if the bodycam has this capability) or offline, where the employee returns to the office and hands over the bodycam, which is then docked in a docking station for automatic data transfer over the internet to a server located in Uzbekistan or, the technician can manually download data from the bodycam and upload it to a server located in Uzbekistan.
