As initial registration is often undertaken as a single project within a host country before expanding into a full PoA, could you please clarify how such a phased approach should be presented within a single, compliant proposal? We would appreciate guidance on this point, as incorporating both a single project and the full PoA scope upfront may have implications for the overall budget competitiveness of the submission.UNOPS Response:Please do quote for the set up of a single project in Tanzania as the global PoA will be a matter of discussion based on your recommendations.

New clarification added: Could you please clarify the intended scope of work for the carbon development component? Specifically, is it correct to assume that the assignment would encompass both validation and verification activities?UNOPS Response:This would include all that is needed to register the project and support verification up to the end of the current contract which runs to end of 2026. After that it is likely that the project will continue, but we have no visibility on that and therefore activities are considered until that point.Yes, the scope of the carbon development component does encompass both validation and verification activities. The selected firm/consortium will be expected to undertake the full cycle of carbon project development, including preparation of all required documentation, coordination with the chosen standard, facilitation of the validation process, and support through the verification stage to issuance of credits.

New clarification added: Could you confirm whether a scaling plan already exists for the number of schools to be covered beyond the initial 50 schools in Tanzania, or whether such a plan will be developed during the assignment? Clarity on this would help assess the long-term scalability and economic viability of the proposed carbon programme design.UNOPS Response:A concrete, funded scaling plan does not exist. The task here is to provide advice over a carbon scheme that could work for the Platform for Clean Cooking in Schools that we are setting up. This could include several countries, several implementing organizations and would need to be designed to absorb new schools. The economic viability at this stage is not a concern.

The bidders should apply the same level of effort as for similar projects successfully completed in the past.UNOPS does not apply any ceiling or rate caps for specific experts. However, the proposed rates must be reasonable and in line with normal market rates.

This encompasses the regional and local governments, the school headmasters, cooks and the relevant authorities.Yes, the stoves that will be utilized under this project will be 55L and 75L institutional sized electric pressure cookers.The intention is to create a Global POA under the Platform for Clean Cooking in Schools, that will be able to capture any project transitioning schools from firewood to eCooking (potentially also gas and pellets) in any country and a Tanzania specific VPA to register the current project on 50 Tanzanian schools.The Carbon Related implementation activities are expected to cover all the activities related to the registration. Furthermore, we would expect a capacity building workshop that can bring together project partners and government on a session that is focused on the development of the PDD, particularly related to the generation of carbon credits and related calculations from the shift in cooking practices from firewood to clean cooking solutions at school level.As such, the expected output would be one workshop / capacity building around the PDD and a guideline on the materials for data collection for district and school, essentially Training of Trainer materialsThe scope of work for Carbon Related implementation activities includes all tasks necessary for registration. A key component is a capacity building workshop designed for project partners and government representatives. This session will specifically focus on the development of the Project Design Document (PDD), with an emphasis on calculating carbon credits from the shift from firewood to clean cooking solutions in schools.Expected Output:Workshop/capacity building session focused on the PDD.A guideline/Training of Trainers (ToT) material for data collection at the district and school levels.Yes,the role would conclude with the project registration and the expected outputs mentioned above.Additional VPAs are anticipated to be added under the existing POA as funds are secured. The ambition is to have a POA that is able to include additional VPA.In the model we are envisaging, the Government will be the owner of the carbon credits. However, we would like to help shape the model for the use of these revenues. For example, a percentage should go to the schools to help with electricity bills and ensure buy-in, or could go to pay cooks or to integrate funding for food. The model could also include a percentage to be reinvested in scaling the clean cooking in schools initiative in the country. This will imply negotiating and drafting contracts with the Governments.
