New clarification added: Dear Bidder,Greetings from UNOPS Ethiopia!We hereby extend our gratefulness for your interest on the captioned ITB and request for clarification. Kindly refer the clarifications for your requests as follows: Question 6 : The specification provided for the cold room and freezer rooms indicates a panel thickness of 100mm. However, as per our technical expertise and industry best practices, a panel thickness of 200mm is strongly recommended for freezer rooms, or at minimum 150mm, to ensure proper insulation, energy efficiency, and long-term performance. We kindly request your confirmation or further guidance on this matter.Answer 6: A freezer room of 100mm PU foam sandwich panel done in accordance with industry standard jointing and sealing methods is known to house efficiently a room temperatures of upto -30 degree celsius provided that the cargo heat load and the cooling capacities of the equipments is well designed factoring in the many variables such as ambient temperature, door openings, entry temperatures etc. . The requirement in this tender is -25 degree celsius for plasma storage; and all other parameters are dimensioned appropriately . hence there shall be no design change in this regard. Question 7 : Under the returnable 3B of the spread sheet document under ‘Industrial Floor panel” in the second cell it states as follows “reinforced to a mechanical strength of carrying minimum 5000kg per square meter”, We kindly request clarification on the expected loading and storage method. Specifically, please confirm whether the goods are to be placed on racks, shelves, or by another handling procedure. Your confirmation will enable us to ensure full compliance with the tender requirements. Answer 7: The goods are stored in shelves ; the introduction to the rooms will be via trolleys or cartlifts etc. The cold room is designed to have the PU insulation panel ( with vapour barrier etc); which shall be protected by the customary floor reinforcement to spread the load density and protect the insulation panel from mechanical stress; hence the optimum and most preferred method and rating in the market is a marine plywood reinforcement as you would notice from the documentations ; drawings and boq. the carrying capacity of 5000kg per square meter as minimum is deemed to be optimum and shall not change. Question 8: The stipulated lead time of 85 working days is highly constrained and may adversely affect the quality and proper execution of the cold room and freezer plasma installations. We respectfully request that this schedule be reconsidered to allow for a more practical and quality-oriented implementation.Answer 8: Unfortunately, the project time line is very limited and we request the bidders to try to shore up and factor in resources to comply with this requirement. Question 9: It looks like that there is a need to modify the given design, so would th employer be flexible to accept if some design modification is mandatory on time of installation? Answer 9: During the time of installation; UNOPS will be flexible to accept installation methodologies which require change of orientation of indoor units, outdoor units, and of such nature changes which make sense in enhancing the installation quality , by the approval of the Engineer. Question 10: It appears that certain aspects of the given design may require modification. We kindly request confirmation as to whether the Employer would be amenable to accepting necessary design modifications, should such adjustments become mandatory during the course of installation.Looking forward to your clarification.Answer 10: Please check answer no 9.With Kind Regards,UNOPS Evaluation Team

Kindly refer the clarifications for your requests as follows: Question 5 : We have always quoted for panel and door cladding in fibreglass, i.e. polyester resin reinforced by glass fibre, and upper floor cladding in stainless steel.Now we notice that you accept any cladding material. Kindly refer the clarifications for your requests as follows: Question 4 : Regarding the refrigeration: given the delicate nature of the product, we need to determine the redundancy setup for the cold room.100% redundancy: The entire system is supplied in duplicate. If one unit fails, the other will automatically take over without interruption.50% / 50% setup: The load is shared. In case of a failure, the temperature will still be maintained, but the room cannot be used intensively until mechanics intervene.Could you let us know if there is a preference between these two approaches?Answer 4: Please find below UNOPS response.A) The system is required to have 100% redundant and independent refrigeration units. One unit only shall be able to maintain the requisite temperature's with the other unit a full standby.
