We are pleased to invite your organization to submit a proposal in response to our Request for Proposal (RFP-ILO-ProGRESS-2025-014) for the development of a Business Development Service (BDS) Portal, under the ProGRESS project.

Submission Requirements:
Two sets (Original & Copy) of Proposals must be submitted in hard copy using the double envelope system:
- Envelope A: Technical Proposal (Annexes II-B to II-E)
- Envelope B: Financial Offer (Annex II-F)
Both envelopes should be sealed and submitted either by registered mail or hand-delivered to:
