The United Nations Assistance Mission in Afghanistan (UNAMA) invites qualified and experienced companies to express their interest in participating in the upcoming bidding exercise for the provision of soft skin vehicle rental services in support of the United Nations in Afghanistan. The vehicles will be used by De Facto Protection Service (DfPS) security personnel. Scope of Services: The service includes the provision of roadworthy, comprehensively insured 4x4 vehicles (SUVs or Pick-ups) and qualified drivers, available on 72 hours’ notice for round-trip travel to various destinations across Afghanistan. The vehicles may not always return to the point of origin on the same day. Vehicle and Driver Requirements: Vehicle Specifications: Type: 4x4 SUV or Pick-up Year of Manufacture: Not older than 10 years. (Interested bidder to specify year.) Make and Model: (Interested bidder to specify make and model.) Roadworthy and licensed. Equipped with seat belts for all seats, GPS tracking system, first aid kits, fire extinguishers, communication tools, active cooling and heating systems, functional kilometer reading meter (odometer), standard tools and spare tires. Tires with adequate tread, Insurance: Comprehensive vehicle insurance from a credible provider, Third-party liability coverage and drivers’ insurance Driver Requirements: Valid driving license with a minimum of 5 years’ experience. Minimum age: 23 years old. Physically fit and not under the influence of intoxicants during duty, proficient in both English and the local language, Knowledge of local road and security conditions. Company Requirements: Must own or be in the business of vehicle hire/rentals. Must have technical staff for vehicle maintenance during the rental period. Must have contingency plans for security-related incidents. Must provide a list of vehicles (owned or available), including registration documents. Proof of comprehensive insurance, Audited financial reports for the last three years. Quality assurance procedures for vehicles and drivers, litigation/ arbitration history (if any). Proof of at least three years of relevant contracts (including client references), Capability to provide replacement vehicles in case of breakdowns. Confirmation that vehicles will be used exclusively for UN-specified purposes. Rental Locations: Typical destinations include but are not limited to: Jalalabad, Gardez, Kunduz, Bamyan, Herat, Kandahar, Mazar-e-Sharif, Kabul, Faizabad, Maimana, and Pul-e-Khumri.
