The Forest & Climate Leaders’ Partnership (FCLP) was launched by world leaders at COP27 and aims to accelerate global progress to halt and reverse forest loss and land degradation by 2030 while delivering sustainable development and promoting an inclusive rural transformation, through a voluntary and focused partnership of countries that are making a strong contribution to this agenda through national action and international collaboration. The importance of the target in the Glasgow Leaders Declaration on Forests and Land Use of halting and reversing forest loss by 2030 has now been emphasized by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement in the outcome of the first global stocktake under the Paris Agreement.
To achieve its mission the FCLP members intend to:

- Maintain high-level political attention on forests and climate;
- Provide their combined political support to accelerate and scale implementation of a prioritised number of Policy Action Areas;
- Support implementation of the participating countries' self-determined national goals and encourage all countries to be even more ambitious over time; and
- Demonstrate impact and be answerable for commitments made.

New clarification added: What are your priority announcements for the year ahead - between UNGA and COP30? Can you tell us about any milestones or announcements we could build on? And what if anything you already know about for UNGA and COP?Answer: Broadly the FCLP has 6 Action Areas as listed on our website. To give a specific example, members are working on developing an Intergovernmental Commitment on Land Tenure across tropical forest country members. To do this, a political engagement and communications strategy will be essential to increase awareness of the work, to direct support towards countries undertaking that work, and support a leader level launch at COP30. We are always highly active with public facing events at both UNGA and COP.

(often there are several logo options eg. B&W, logo only and/or with text, animated logo for videos).Answer: - We do require brand guidelines. - This is primarily a static logo but also will be colour palette, typography and tone of voice/terminology.

This will inform the financial proposal. Answer:Approximately 5 days in New York and 10 days at COP30.

We require a few more clarifications to provide the most accurate proposal to you. Please see them in the following bullet points: Regarding scope of work 5.1, could you let us know in what format you would like the internal templates to be delivered? Regarding scope of work 5.3, which of the 3 outputs is to include the development of 'external facing templates'?Regarding scope of work 5.3, what specific content would be included in the output 'development of media handling products and guidance', and would it be appropriate to deliver this output as a pdf document? New clarification added: How would you define what success looks like?Answer:(1) A refreshed way of communicating with members that enables greater participation and understanding of ongoing work (2) Updated branding which informs a new website (3) Well considered communications pathways for each of the FCLPs key COP outcomes which allow for members to increase the pool of governments participating, and to ensure that the work being done is heard and influences wider stakeholders.

New clarification added: What capacity do you have internally and how much would you like your agency to provide and do in terms of support, and what capabilities do you have internally?Answer:We have one in house comms lead who will be managing this contract and coordinating across staff internally to provide the agency with the support they need to be effective. This person will also implement the internal comms strategy and manage social media.

New clarification added: You provide percentages allocated for budget areas, should we stick rigidly to try to fit that, or if we believe you need to spend more time and budget in certain areas than others, would you be open to us allocating the percentages of what we think is needed, based on our experience?Answer:Yes, we are open to your proposals. However, please note that our budget is limited to the availability of funds.

Perhaps focus on the carbon markets press release from COP29 as an example of the type of activities.

Can you confirm if this contract includes the production of creative content and whether you want us to include digital and social media content and activation? What proportion of time and budget would you like to see on each?Answer:It will include some limited production of creative and digital content but the proportion of the budget should be low.

New clarification added: You talk about member engagement and this can be quite time consuming. How do you communicate currently with members, and what is working and what is not, and how much time and budget do you want to spend on an external agency supporting either with advice or with actual implementation?Answer:We are seeking advice from communications specialists on how to package up information in the most effective way to communicate effectively with all 34 members. The agency will not be responsible for implementing this framework but they will support in developing a framework including developing relevant templates and reviewing use of terminology.

New clarification added: The external communications framework is not in the deliverable and invoice list in the RFP document. Can you confirm where this budget needs to be included? New clarification added: Hello, could you please advise on the following:- Do you have a budget in mind for this programme, if so, can you please share?- Are you looking for suppliers to share full proposals of the strategy, approach etc as seperate documents, or just a price quotation and the details outlined in the bidder form? Answer,2.1- We are not allowed to share the budget that project has at this stage. 2.2- Full proposals of how suppliers would develop a strategy and deliver the work (noting that you will not be able to reference specific content given the information available in the brief).

Here are a few questions that we had:What is meant by development of “templates” and who will use these templates?What is meant by “enhanced use of the website”?Can you elaborate on what is meant by “placement of key messages” (output 5 in list of deliverables)?Can you confirm that you are looking for a new brand for FCLP, which will be used across all communications (not just the website)?Can you clarify whether the contractor will also help revamp the website to ensure it applies the new brand + features the new and regular content, or if you have a separate web team that will do that and the role of the contractor will only be to make recommendations and supply content?Can you give an idea of the type and number of products that you are hoping the contractor will develop on the priority policy issues. Are these policy papers, explainers, infographics? Do you expect some to be videos?Does FCLP expect the contractor to be present at the events themselves in NYC and Belém to support the team?Can you elaborate on what is meant by “last mile” support?Answers,1.1 - In this context, we are looking for an agency to advise and support in the creation of communications templates that can be operationalised by the team. For example, this could be a template for a regular newsletter or for regular emails etc. 1.2 - We are aware that we do not maximise the utility of our website. For example, we have a members log-in area that could be a very useful tool to communicate information with members but we need support in identifying how to use this strategically ideally working with an agency that has undertaken this task previously 1.3 - By placement of key messages, FCLP members are developing actions and policy actions collectively and a key piece of work for the comms agency will be working with the FCLP to work with media/press strategically to place those messages with the most impactful audiences.1.4 - Yes1.5 - We will have a separate team develop the new website which will be informed by the visual identity work undertaken by this supplier. So this supplier will provide content and support recommendations as you have said.1.6 - This will mainly be position paper, explainers and press release. There might be demand for a limited number of videos but we do not expect videos to be the primary focus. 1.7 - We would expect the supplier to have a presence on the ground to support with media outreach and engagement. 1.8 - By last mile support, we mean the final stages of taking the work that has been put together by FCLP members and placing it in the right spaces.
