Description

The following project is a joint collaboration between UNICEF and the GCF, who are seeking a consultancy or research company, institution, or organization (hence forth referred to as the “consultancy”) to develop an on-line atlas of children’s rights (“Children’s Rights Atlas”). 

The purpose of this Request for Proposal for Services (RFPS) is to seek a consultancy or research company, institution, or organisation to lead the development of a “Children’s Rights Atlas” from conception to completion. Detailed information regarding the Terms of Reference of this project is available in paragraph 2.0 of the RFPS document. 

The objective of the consultancy is to create a fully functioning, first of its kind, online platform that uses geographic information system (GIS) technology to apply and present interactive information on each of the Principles as relevant, and the process of data collection and development of children’s rights indicators related to the industries and regions. The Atlas will use interactive maps and scorecards to present indices based on qualitative and quantitative information. This online platform, referred to as the Children’s Rights Atlas, must be compatible with most browsers and internet devices.

The Children’s Rights Atlas aims to:

•    Assist businesses in respecting the Children’s Rights and Business Principles and in assessing the risk of noncompliance to children's rights regulations and international standards
•    Collect, compile, and publicize information and data relevant to companies’ respect for or risks to children’s rights across industries and regions
•    Provide industry and country specific indices related to children’s rights to a wide range of users
•    Provide rankings on the risks of business impacts on children´s rights across industries and counties
•    Raise awareness of respect for children’s rights in business, prompting actions to improve policy and due diligence activities in areas of identified risk
•    Enhance effectiveness of users programmatic work 

Scope of Work: The contracted consultancy will be responsible for the execution of the entire project cycle. This responsibility includes, but is not limited to the following scopes of work:
 Define scope and boundaries for the Children’s Rights Atlas
 Apply the concept of materiality to ensure children’s rights and business relevance
 Research and identify which indicators for industries and regions are relevant to businesses’ assessment of children’s rights and each of the Principles
 Conduct regular reviews of underlying assumptions with UNICEF and GCF
 Explain the selection and weighting of evaluation criteria to UNICEF and GCF and consult both organisations at all stages of the project
 Plan and facilitate workshops, webinars, etc. to gather input and integrate feedback
 Create a web-based platform including its functionality and appearance
 Update the technology and content on an on-going basis and communicate updates to users
 Provide training to UNICEF and GCF staff on Children´s Rights Atlas
