Description

United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified companies to submit sealed tenders as follows:

Objective: 

(a) The development objective is to alleviate the current heavy workload in the Bureau of Human Resources Management and other services concerned by automating key business processes in Personnel Administration.

(b) the immediate objective is to put in place one new HR workflow Appointment/Transfer based on standard web technology (.NET C# MSSQL) linked with SAP HR via .net web services and integrate it in UNESCO’s enterprise portal to support the complete process of personnel management.

Outputs:

- The Contractor is expected to design and develop one new workflow based on the Detailed Functional Specifications document.

- The Contractor is also expected to document the solution and provide knowledge transfer of all work carried out to internal resource(s) identified by UNESCO.

- The contractor must propose a reusable application development framework based on standard of the market, not property, DOTNET technologies.

Timing: The project should start as of April 2014. The workflow should be implemented in production by 31 July 2014.

The purpose of this notice is to provide general information on the requirements for the procurement process and to inform interested suppliers how to obtain a copy of the Solicitation Documents.

Interested companies who wish to participate in the OIC must request for a complete set of Solicitation Documents, available free of charge, from UNESCO contact person at the address shown below.

The sealed tenders must be delivered to the UNESCO Headquarters in Paris  on or before March 14th, 2014 at 6:00 pm in strict compliance with the instructions as stipulated in the Solicitation Documents.

UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a sealed tender. No remuneration will be made to companies for preparation and submission of their tenders.
