New clarification added: Dear bidders, Please, see below the request and related clarification:- Requirement related to Maintenance and support (page 6) - The Supplier will provide a 2-year warranty period with maintenance and support included at no additional charge, which will include: "2) Updating of the features and functionalities in line with requests from the Beneficiary users and technical staff."Q1 - Does this imply that only updates and changes related to legal and regulatory amendments will be made as requested by the Beneficiary? Or does it mean that any modification requested by the Beneficiary, regardless of the efforts needed, has to be delivered during a 2-year warranty period? Updating the features and functionalities in line with requests from the Beneficiary users and technical staff, which the Supplier will provide within a 2-year warranty period with maintenance and support at no additional charge, includes the updates and changes related to legal and regulatory amendments, as well as any other modifications requested by the Beneficiary users and technical staff that do not fall outside of the scope of the original technical specifications.

New clarification added: Dear potential bidders, Please, see below the questions and clarifications.1) Eligibility for foreign CompaniesCan a company registered outside of Serbia participate in this RFP, or is Serbian registration a mandatory requirement? - All nationalities are eligible for participation, while bidders should ensure their company or consortium (joint offer) fulfills all the requirements.2) Accepted TechnologiesWould a tech stack using PHP (Laravel) with Vue.js, or Django (Python), be acceptable for platform development? Are there any strong preferences for alternative technologies?- Wherever there is a term "or equivalent" within the RFP document the bidders can propose an equivalent alternative. The RFP represents minimum requirements and bidders can offer more or better or higher or larger or additional. It is up to the bidders how will they prepare their offers and the section "b. Operating environment" clearly states there are no preferences.3) Branding & Design RequirementsIs there an existing brand book or design guidelines that we must follow, or is the bidder responsible for creating the UI/UX design from scratch?- The brand book or design guidelines that the bidders must follow are not specified however certain UI/UX requirements have been defined throughout the RFP document.4) Confidentiality CertificationIf a company is not registered in Serbia, is it possible to obtain the required "CONFIDENTIAL" access certification? Is an official currency exchange rate reference required?- For amount conversions to USD, the Tender Evaluation Committee will use the official UN rate of exchange "UNORE" (available at https://treasury.un.org/operationalrates/OperationalRates.php) valid on the bids deadline date. Therefore the exact rate is not known at this time. However, at the link provided you may find historical data and estimate if the revenue you have listed is sufficient.6) Remote Work & On-Site PresenceIs fully remote work acceptable for development and implementation, or are there specific requirements for in-office days and physical presence at the Beneficiary’s premises?- Fully remote work for development and implementation is not feasible due to the specific nature of the two main beneficiaries, namely the MoI and the Prosecutors Office for High-tech Crime. As per the RFP a) in section "i. Testing and quality assurance" it is clearly stated that the "Deployment will be performed on-site in the MoI premises."; b) in section "g. Communication" it is clearly stated that the "Whenever requested during the period of project implementation the staff of the Bidder must be present in person and on the site of the Beneficiaries. Any configuration, integration, implementation, operation, maintenance, and support during the period of project implementation cannot be provided by the Bidder remotely.", and c) in section "b. Operating environment" it is clearly stated that "Remote access to the platform will not be allowed during the implementation.". Although section "b. Operating environment" also defines that the "Remote access to the platform during the period of maintenance and support will be the subject of a bilateral agreement between the Supplier (a.k.a. the selected Bidder) and the MoI" UNOPS cannot guarantee that the MoI will allow remote maintenance and support.7) Debriefing SessionDoes the RFP process include a formal debriefing session for unsuccessful bidders to receive feedback? If so, what is the process to request it?- UNOPS will provide a debrief to unsuccessful bidders if UNOPS receives a written request from the unsuccessful bidder. The bidder has to submit the request within 10 calendar days of being notified that their bid was unsuccessful. The UNOPS office that ran the procurement process provides the debrief. The scope of the debriefing is to identify the technical deficiencies or weaknesses of the bidder’s proposal. Debriefings do not discuss the following:- Trade secrets or other proprietary information, including the methodology or approach of other vendors- Financial or cost information about other vendors- Evaluation scoring or the ranking of the vendors- Other vendors’ details.For additional information please open https://www.unops.org/business-opportunities/supplier-resource-centre8) Server Resources for MaintenanceAre bidders required to provide their own infrastructure for maintenance, or will the Ministry of Internal Affairs (MoI) provide all necessary server resources for hosting and maintaining the platform?- The section "c. Inputs provided by the Beneficiaries" clearly states that "The MoI will provide the production environment for the deployment of the platform", as well as that "A qualified SSL server certificate for the platform will be provided by the MoI", and that "The platform will be administered by the IT staff of the MoI.". The section "d. Inputs provided by the Supplier" clearly states that "The Supplier must provide both the development and the testing environment for the platform which must be located on the territory of the Republic of Serbia".

Some of the high-tech crime categories are defined in the RFP as fraud, unauthorized access to a protected computer, child pornography, endangering security, and persecution but this is constantly developing because these categories are not permanent since they are evolving and changing at a very fast pace. Thus, the platform must support this not as a pre-defined final list but as a sort of internal codebook that can be amended by the administrator(s).Q2. High level flow of the current process for reporting high tech crimes?A2. A high-level flow of the current process for reporting high-tech crimes is provided within the global view of business processes (Figure 1). More precise details may be available during the "Analysis of the requirements" phase during the project implementation.Q3. Who are all the user types that will be directly interacting with the system?A3. All types of users are defined in the RFP. Also, the functionalities of "Creation of new user/group accounts (prosecutors, police etc.)." and "Modifying existing user/group accounts (e.g., adding/removing privileges etc.)" are specified within the requested "Administrative portal" functionalities.Q4. Any systems or platforms does this new system need to integrate with?A4. The offered platform should be able to technically support the integration with other systems and platforms in the future.Q5. Do you need a scoring system to prioritize cases based on severity, or other criteria?A5. The RFP represents minimum requirements and bidders can offer more or better or higher or larger or additional.Q6. Should the system include functionality to track the number of reports per specific crime to help in case triage?A6. The RFP represents minimum requirements and bidders can offer more or better or higher or larger or additional.Q7. Regarding the development of the crime reporting and analysis system, do you have a preference for utilizing open source and customizing it or would you prefer to develop a completely bespoke solution from scratch?A7. It is up to the bidders how will they prepare their offers and the section "b. Operating environment" clearly states there are no such preferences.Q8. In the RFP, you've specified certain technological requirements. Should there be strictly adhered to, or are vendors allowed to suggest alternative technologies that might better suit the project? Are you okay with deviations from the specified tech stack?A8. Wherever there is a term "or equivalent" within the RFP document the bidders can propose an equivalent alternative. Specifically, what types of educational backgrounds would be considered relevant for the positions of Project Manager - Team Leader and Business Analyst?Clarification:Regarding the positions of Project Manager (Team Leader) and Business Analyst, a bachelor's degree in an expertise discipline relevant to this Terms of Reference (ToR) would include for example any bachelor's degree relevant for the fight against crime such as law, forensic science, police academy and similar as well as information technology-related bachelor's degrees such as software development, mathematics, economics, organizational sciences, etc.
