New clarification added: Question: Internal Movement of the Les Cayes Cold Store and Ice maker System ContainersWe note the UN's reply, however, having spoken with respected Haitian local parties concerning the internal movement of goods within Haiti and to Les Cayes, we are reliably informed that even the UN is organising the movement of their goods/personel by way of air to Les Cayes because of the chaotic/dangerous situation the UN faces in moving their own goods by way of road. We are also reliably informed that an interim barge service to Les Cayes has been suspended following the capsizing of barges, the most recent with resultant loss of cargo, the most recent being around two weeks ago. Further the port of Les Cayes does not have facilities for off loading containers and goods would have to be on trailiers requiring uloading at the UN's Les Cayes site.Under the circumstances and the inability of major international freight organisations, as well as long established local parties being unable to offer freight transport to Les Cayes, because of the lawlessness created by the various armed gangs enforcing road closures and their financial and other demands to allow passage of vehicles/cargo we shall quote the delivery for the Les Cayes cold rooms and ice maker systems to DAP (Incoterms 2020) Port au Prince and the reponsibility for transporting the containers to Les Cayes for installation by our manufacturer's local techncial team is for the UN Haiti.We request to UN Haiti team once again seriously review the transport situation for getting the containers to Les Cayes as legitimate freight/transport companies are declining to undertake the risks involvedAs indicated above we can offer all goods for Les Cayes to be delivered to Port au Prince or Lafito Port. We await the UN's agreement to pricing being made on this basis. Response:UNOPS understands the complexity and challenges expressed regarding the current security situation and its impact on logistics in Haiti by the bidders. However, bidders shall remain responsible for the delivery of goods and services at the final destination.Please note, this is a global competitive process, and prospective bidders solutions and consideration of all risks should reflect in the bidder submission to the providing of goods and service to the UN entity at DAP for all the requirements indicated in this solicitation process.

New clarification added: QuestionShipment of goods - we have continued to explore the movement of goods to Les Cayes and from exchanges with recognised established freight/transport companies based Haiti all are reporting it is extremely challenging to transport goods to Les Cayes - whether they are imported via Port au Prince port, Lafito Port or Cap hatien as the roads are currently controlled by armed groups.While we are still exploring possible means of delivery, those local freight agents who we have contacted have indicated that delivery to Les Cayes would require the cargo to be transported by way of convoy, protected by the UN.We await the UN's advice and acceptance of the need for the goods to be delivered to Les Cayes with the UN's assistance.ResponseAs previously indicated, the UN entity is unable to provide a protected convoy for movement. The Bidders shall consider all the constraints on the ground in Haiti, in their planning of operational and logistics arrangements and strategies including exploring both local maritime transport in Haiti and road/ and or a combination of all possible modes for delivery at the locations of installation as part of their overall submission in response to this solicitation.

New clarification added: QuestionFurther to our clarification request for the Containerised Solar Powered Ice Making Systems to be in 40' FCL's our manufacturer's techncial team has provided further information on their recommendation.The main reason for recommending a 40' container is the surface area of the 40 photovoltaic panels of 500Wp to be fixed to the roof: 90m². Each module measures approximately 1.15x1.95m. On a 40' container, we can mount 12x2 modules on the roof, extending upwards and downwards, plus 16 modules in the extension of the modules on the roof, along the container, on a structure supported on the side of the container. This solution provides an independent, ground-mounted container.If employing a 20' container this would require the 20kWp solar power plant has to be placed on the ground, and involves more extensive site preparation work and longer on-site assembly operations and costs. Further the 20' container solution is less secure than the 40' FCL solution, with the photovoltaic panels placed closer to the ground. Secondly while it is a 20' FCL the actual footprint of the whole system is much larger than employing a 40' FCL.Last, with the 40' container, there is more space to organize the production and unloading of ice blocks around the machines adding to the efficiency of the plant and those operatives involved in operating the plantsResponse:The Ice maker should have a capacity of production of minimum 1T/day as stated in the UN entity technical document. The bidders' proposed design and technology solution must take this into consideration in sizing of their product including exploring design adaptability and innovation as part of the overall proposal and submission to meet the UN entity minimum technical requirements.

New clarification added: Question: Form C Lot 1 component B; Lot 2 Component B; Lot 3 Component B; Lot 4 Component B Containerised Solar Powered Ice Making Systems - our manufacturer's techncial team have fully reviewed the UN/Client's technical specifications and expected ice production needs. Based on your needs, our manufacturer's technical team have advised the size of plant required would need a 40' container and are recommending this be considered by the UN team. As both our manufacturer and Unit Export wish to ensure the ice making plants proposed do fully meet, or exceed, your technical specifications as well as production needs please confirm 40' containerised units are aceptable for these four Lots.ResponseThe Ice maker should have a capacity of production of minimum 1T/day as stated in the UN entity technical document. The bidders' proposed design and technology solution must take this into consideration in sizing of their product to meet the UN entity minimum technical requirements.

New clarification added: QuestionPlease confirm there is an adequate potable/clean mains water supply at each of the UN's designated sites.ResponseWater is available for use at the site. QuestionShipment of Goods - in view of the chaotic situation currently in Haiti and port/airport closures being implemented, particularly Port au Prince and Port of Lafito because of "gang related actions" it appears the safest port to consign all goods is Cap Haitien and for the containers to be transported by road to the UN's designated sites at Cap Hatien and Les Cayes. However, the transit route/time from Cap Haitien to Les Cayes is some 10/11 hours and is not immune from "gang related actions".In the event of an award would the UN offer protected convey movement for the containers to be installed at Les Cayes?ResponseThe UN enitity does not provide a protected convoy. The Bidder shall consider all constraints in planning the operational and logistics arrangement, including seeking local guidance with their respective local partners and contacts for optimal options to provide the overall service including delivery and installation at the sites.

New clarification added: Question:Please clarify - The cooling capacity of the positive containers (in KgVday of food) - meat + vegetables - enterning the cold room) is not indicated.This is an important parameter for the sizing and costing of the system - we request the UN/client provide this information.If you cannot provide this information we shall use the default of 800kg/day total - please confirm acceptable.ResponseThe technical specification provides the minimum requirements for the Cold storage, and size of the space. The cooling system should be able to cover the appropriate temperature range for meat conservation in the storage room for the meat, and the appropriate temperature range for fruit and vegetables conservation in the storage room for the fruits and vegetables. The temperature conditions provided thereof in the UN entity documentation, and the existing temperature condition in Haiti context should be able to guide bidders in their consideration of industry best practices, the bidder's experiences and expertises in the industry to propose designs and technologies solutions to meet the UN entity minimum requirement as indicated in the technical document.

New clarification added: Question:Form C techncial Quotation Forms - for both the Cold Store Containers and Ice maker Containers UNOPS refers to "Option to run and charge the sytem via the Haitian main grid or via a generator".Please clarify who is responsible for the supply of the generator(s) would this be the UN/Client?Response:The bidder will not be responsible for supplying the generator. However, since the power consumption of the cold storage units and the ice maker units depend on the supplier technical specification and documentation, the supplier should provide the power and the specifications of the generator that can ensure continual optimal performance of the units under the existing condition. As part of the specification of the generator, it is required an output voltage of 120V/240V and a current frequency of 60 Hz.We would like to emphasize of the fact that the cold storage units and the ice maker units should be able to run 100% on OFF GRID MODE (only on inverter / battery system).Question:Form C Technical Quotations - there is reference to "Foundations" we assume the UN/Client will be responsible for the construction of foundations at the designated sites - please confirm.Response:UN/Client will be responsible for the construction of the foundations at the designated sites. However, since the weight of the cold storage units and the ice maker units depend on the supplier proposal, and since the foundation depends of the weight of the containers, the supplier should be responsible to provide, as part of the technical documentation, a foundation construction plan, preferably in reinforced concrete, including all the specification and the fixation details of the containers on the foundation.

Thus, the error maybe on your side as we have not received any other concern regarding the editability of the documents.
