New clarification added: Clarification # 1Ref.: Tender Document "Small Works - 6 Solicitation - RFQ 05 Section VI - Returnable Schedules (1)", section 4.9 Insurance Details and InsurancesIn the above-mentioned section 4.9, we need to fill in the details of the insurance policies that need to be procured and secured upon contract award. However, since were are the bidding stage, the requested information for the insurance policies are still not available.Accordingly, please advise if section 4.9 shall be signed and submitted as a Blank Form?Answer: In that instance and as mentioned in the tender documents, the bidder can submit an official letter issued by bidding company confirming that the insurance policy will be submitted as requested by UNOPS in case of an award.Clarification # 2Ref.: Tender Document "Small Works - 6 Solicitation - RFQ 04 Sections II, III, IV, V (1)", Section 3. TECHNICAL CRITERIA, Part 2 - item # 2.3, it is mentioned that a Confirmation letter (or draft policy) from an insurer stating that the required insurance policies will be provided to the bidder, if selected. Please advise of the Confirmation Letter can be issued from the Bidder's end or it is must that the Letter is issued from an insurer's end?Answer: An official letter from the bidder is enoughClarification # 3With respect to Tender drawing for Lot2, P-2202-M-MB-ELEC-401-407, mentions a Hybrid SLD (15 kW) with Lithium Batteries. However, this item is not mentioned in the BOQ for Lot2. Kindly clarifyAnswer: There is NO hybrid system with batteries in Malaab Albaladi Station.Clarification # 4BOQ item # C.6.3 for Lot2 mentions the supply and installation of Ditrubution water network including glavanized pipes and fittings. However, this item is mentioned in the respective tender drawing P-2022-M-MB-MEC-501-509 as having PPR pipes and fittings. Kindly clarifyAnswer: Both are acceptableClarification # 5With respect to UNOPS shared answer to a sent Clarification related to item # A.6.2 in BOQ of Lot1, cement plaster for water tanks, UNOPS stated in their answer that the cement plaster is for the external walls of the water tanks along with the painting. Since the external walls of water tanks comprise a large area, could you please issue a revised BOQ to show the exact area (in m2) that need to painted for the external walls of the water tanks?Answer: As mentioned previously all quantities in the BOQ will be re-measured since the works are rehab works and unforeseen may be encountered, therefore upon the completion of all the paint works all quantities will be calculated. 

New clarification added: Clarification:Ref.: Tender Doument "Small_Works_RFQ_Section_I_Instructions to Bidders", Article 20 FORMAT AND SIGNING OF QUOTATIONSIt is mentioned in Article 20 that "The quotation shall be typed and shall be signed in indelible ink by the bidder or a person or persons duly authorized to bind the bidder to the Contract."Please advise if electronic signature for Quotation is acceptable or we need to submit scanned copies of signed hardcopies of the quotation?Kindly clarfy what is meant exactly by the term "quotation"; is it limited to the completed and signed returnable Schedules in Document "Small Works - 6 Solicitation - RFQ 05 Section VI - Returnable Schedules (1)" in addition to signed Priced Combined Bill of Quantities or there are other tender documents that need to be signed? UNOPS Answer:Electronic signatures are acceptable by the person or persons who are duly authorized to bind the bidder to the Contract.The quotation refers to all documents that the bidder is required to submit under the "Tender Checklist" tab, as requested by UNOPS.

New clarification added: Clarification:Dear Sir,Kindly we have below clarification:In Document "Small Works - 6 Solicitation - RFQ 04 Sections II, III, IV, V (1)" , Clause "3.4 Valuation and Payment", In Sub-Clause No. # 10.1,  it is mentioned in item # 2 : "10% of the Contract Price will be payable upon submission of the Order Confirmation or Packing List or Bill of Lading of the main components".Kindly advise what you do you consider as the main components?Answer: The main components for the operation of the pumping station are as follows: Lot1: Pumps set with their respective driver inside the pumping room, main valves inside pumping room (gate valves, butterfly valves, and check valves), and Generators set.Lot2: Pumps set with their respective motors for the boosting station, VFDs, gate valves, butterfly valves, check valves and globe valves.

New clarification added: Clarification:Dear Sir,Kindly we have the below clarification:BOQ item # A.1.3: Trench Excavation and Backfilling (Lot1)This item is for unclassified excavation for all diameters of pipes including backfilling, compacting, sand bedding and disposal of unsuitable material to approved dumping areas. The breakdown of the DI pipes including their sizes and the total length for each size is given for this BOQ item. KIndly clarifiy the following:-  Does this BOQ item include supply and laying of the DI pipes inside the excavated trenches as per the given breakdown?-  In case it doesn't include the supply of the DI pipes, does this BOQ item then include the laying of DI pipes which shall be supplied by others or the supply and laying of DI pipes inside the trenches shall be the scope of work of another Conractor           from another separate Contract?Answer: BOQ item A.1.3 Includes only the excavation and backfilling activities.BOQ item V-1, section D- Valve Chamber, includes the supply and install of the pipes.

New clarification added: Clarification 1: A.3.1 Galvanized Structure Steel Since some of the rectangular hollow tubes are not available in Galvanized Steel, is it possible to supply them in Black steel with special coating against rust.Answer: Black steel with a special coating against rust can be used, on condition a detailed method statement be submitted for approval. In addition to the coating, paint also should be included.Clarification 2: V.4 Motorized Globe Valve - Supply and install Gate Valve What is needed exactly: Globe or Gate Valve?Answer: Item V.4 is a Glove Valve. In addition, Item M.3 should be a motorized butterfly valve instead of a motorized gate valve.Clarification 3: C.7.1.1 Can we replace the motorized MCCB by ACB (In the MDB-B1 including ATS)Answer: No, it cannot be replaced. Please adhere to the item as specified in the original designClarification 3: C.8.2 Can we replace the motorized MCCB with ACB (in the Gen Totallizer)Answer: No, it cannot be replaced. New clarification added: Clarification:Dear Sir,Kindly We have below clarification:In BOQ for Lot 1 section A.6.1 "Finishing works", the  quantity of the cement plaster for the pumping room is mentioned as 600 m2. However, the pumping room is an existing facility that need a minor cement plaster repair based on actual site condition as observed during the site visit. Kindly clarify?Best Regards,Answer: The pumping room already exists but needs rehabilitation, new doors and windows will be installed, therefore plastering will be needed to all existing structures and will be re-measured accordingly.

New clarification added: Clarification:Dear Sir,Kindly we have below clarification:For Lot 1: Rehabilitation and Solarization of Bourj Abi Haidar Water Pumping Station- Bill A.5.1 Bituminous Coat, the section C,D and E describes  a Non-Toxic water-based waterproofing paint for different structural elements inside the reservoir under the catgory bituminous coat material. However, cementitious material is the waterproofing paint that is utlized inside water reservoirs and not Bituminous.coat. Therefore, Can you clarify this matter?Answer: Non- Toxic water-based waterproofing paint for the internal surfaces of the water tanks is cementitious based material.

New clarification added: Clarification 1:With reference to Electrical Drawing # P-2202M-B8H-ELE-402, the given symbol for Motorized Circuit Breakers stands for Motorized Circuit Breakers drawout type whereas in the in the description of the symbols in the NOTE, it is mentioned as Motorized Circuit Breaker of fixed type. Kindly confirm which type of Motorized Circuit Breakers is required; drawout type or fixed type?Answer: The motorized circuit breaker is a fixed type breaker.Clarification 2:With reference to BOQ-Lot1, item # V.3, Gate Valve Section 15100 (sizes DN600 & DN1000) state that the Gate valves shall be equipped with gear box. Due to required huge size of the gate valves, please advise if we can propose alternative proposal for Butterfly valves of the same size equipped with gear box to replace the required Gate Valves with gear boxAnswer: No, kindly abide by the requirements.Clarification 3:With respect to the given Technical Specifications of the Double Flanged Butterfly Valves in Volume-General Specifications for Lots 1 and Lot1, kindly advice if the given technical Specifications pertain to double Fanged Butterfly Valves of double eccentric type or not?Answer: Both types are acceptable, but must confirm the required specifications.Clarification 4:With respect to item # A.6.2 in BOQ of Lot1, cement plaster for water tanks 20mm thick, finished smooth to receive painting; kindly advice if the cement plaster is for internal or external walls of the tanks? In case the required cement is for the external walls of the water tanks, shall this item include also painting in addition to cement plaster?Answer: The cement plaster is for the external walls along with the painting.Clarification 5: With respect to the Volume-General Specification Section 15160 Pumps - item # 3.6, it is mentioned that a factory-authorized service representative of the factory has to be engaged to train the Owner's maintenance personnel to operate and maintain the pumps. Please advise if this is a mandatory requirement?Answer: Yes, engaging a factory-authorized service representative to check the pump installation and commission is mandatory. 

New clarification added: Clarification:Dear Sirs,Kindly note that in division V.1 in the BOQ, it mentions that the pipes are made of steel, while in such projects, ductile iron pipes are usually used.Please confirm if the pipes are steel or ductile iron pipes. UNOPS Answer:The pipes have to be steel as mentioned in the BOQ item description.

New clarification added: Clarifications:Dear Sir,Kindly we have below Clarifications:Clarification 1With respect to BOQ item # P.1.1 in Lot 1; Surface Booster pumpset, and BOQ item # C.1.1.1 in Lot 2; Surface Booster pumpset, it is mentioned in Volume 1-General Specifications, section “2.2 General Pump Requirement” and also in Volume 2-General Specifications , that the pump should be factory assembled and tested.Kindly advise if the process of coupling pump to the electric motor on the base frame skid can be done locally or it is mandatory that this process should be completely performed at the pump’s manufacturer factory in the country of origin.UNOPS Answer:The pump set must be factory-assembled and factory-tested as per the specifications. The contractor is required to submit the test results for approval. Clarification 2With respect to the stipulated technical specifications of item “Air Release Valve” in Volume-General Specification for Lot1 and Lot2, the requirement is for a Stainless-Steel Air release valve. Please advise if we can submit and alternative proposal for Cast/Ductile iron Air Release Valves (which is commonly used in all pumping stations across the country).UNOPS Answer:The air release valve must be made of stainless steel, as specified.

New clarification added: Clarification:Dear Sirs/Madam,Regarding the tender title Rehabilitation and Solarization of Bourj Abi Haidar Water Pumping Station (Lot 1) & Rehabilitation of Malaab Al Baladi Water Boosting Station (LOT 2) with reference  RFQ/2024/54909, can we submit our proposal for one of the two lots ?UNOPS Answer:Yes. Following this tender instructions; bidders are allowed to quote prices for one or more lots identified in this tender.However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot. 

New clarification added: Clarification:Dear Sir,With respect to BOQ item # C.1.1 in Lot1, the required power of PV Module is not less than 585 Wp and the stipulated total quantitiy for Solar PV Modules is 792 Pc, whereas the required total power of the PV system is not  less than 548.7 KWp.However, the Total power of  the required 792 Pc of PV Modules with 585 Wp each is 463.32 kWp which is less than 548.7 KWp.Therefore, kindly clarify the required quantity of PV Modules for this BOQ item that fulfil the required 548.7 KWp power of the PV Systenm.UNOPS Answer:In reference to your clarification above, item # C.1.1 Solar PV Module, Section 481400 Supply, install, test, and commission of Solar module of a Crystalline technology not less than 585 Wp or higher with a total not less than 548.7 KWp. All tests required in the General requirement are applicable The required total power is 792 PV Panels, each 585W power, therefore the required total power is no less than 463.32KW solar power. The required power in item C.1.1 must be read as follows: Supply, install, test, and commission of Solar modules of a Crystalline technology, not less than 585 Wp or higher with a total of not less than 463.32 KWp. All tests required in the General requirement are applicable.NOTE: The amended BOQ will be published through amendment #3 (will be launched soon)

The tender drawings don't show the canopy.Kindly clarify,UNOPS Answer:In reference to the clarification related to item C.8 Generating Set, Section 16200: Supply, install, Connect and Commission as per Tender Documents the following Low Voltage Diesel Generator Sets, Prime Rated as shown on drawings, including main circuit breakers synchronizing and paralleling unit, load priority function, and load sharing function in accordance with the magnitude of the connected load programmable logic controllers, protective relays with all interfaces, enclosed in the weatherproof and soundproof canopy to achieve 68 dB at 1 meter, including set mounted engine instruments, daily fuel tanks and generator annunciator panel with all wiring and conducting, and remote control panel with On-Off and fault visual status of each generator, as specified. The pricing for the items that follow this general description includes the detailed verification of the existing generator room to make sure that it is 68 DBA soundproof at load. The correction action should include the access door and all openings in the room
