New clarification added: Q# 1.Drawings of livestock shelter designs are not available in the bidding documents?R # 1.The drawings are now uploaded, please note that Appendix A (mentioned in SOW) refers to both the drawings and BoQ.Q # 2.Would an amendment to a contract be counted as a separate contract?R #2.Yes, as far as the amendment is for a significant amount of construction (for example construction of 40 additional shelters) NOT for only cost extension or minor works such as plastering, pointing worlds or  painting.Q #3.What do you mean by “shelter project”?R # 3.We mean proper, solid and permanent (durable) shelter construction projects such as the T-shelters, not minor repair works, such as fixing a broken window, distribution of $300 for minor winter upgrading like distribution plastic sheet to cover the window, or distribution of cash for rent as a shelter project. Q #4.Extension of deadline for submission of bids, is it possible?R #4 Yes, the deadline of bid submission is extended to 07 December 2024 18:00 local time.Q # 5.We are writing regarding the UNOPS Tender RFQ/2024/54734 – Construction of Livestock Shelters in Herat, Afghanistan. We are very interested in participating in this opportunity as a firm based outside Afghanistan, in partnership with an Afghan company that would act as our subcontractor for local execution.We kindly request your confirmation on the following points:A firm outside of Afghanistan is eligible to participate in this tender with a local Afghan partner serving as a subcontractor.If there are any additional requirements or clarifications needed to ensure compliance with UNOPS procurement policies for such arrangements.R # 5.Subcontract is not allowed. However, a joint venture is allowed. Please see Form 0.3 Joint Venture Partner Information.Q # 6.In the qualification criteria part -1. financial capacity ( Annual turnover ) of this RFQ is mentioned the minimum annual turnover should be at least 500.000.00 USD. If a firm in the last five years ( from 2019 to 2023 ), has annual turnover is about $468K. But in the last two years (2023 and 2024) its cumulative annual turnover is $754K of which $39K of that is related to 2023 and the remaining $714K is related to 2024. So are we eligible for this RFQ or not?R #6. Yes, you are eligible. The last 5 years include 2024 because we are at the end of 2024.Q #7  we have checked the returnable schedules shared in the Word/doc file and as per the vendor submission section under the Document Checklist tab the below mandatory returnable schedules are not shared while they are mandatory to be submitted and without submission of these documents then it will not be possible to submit the bid, the missing returnable schedules are as follows:Schedule 0.13 [Quotation/No Quotation Confirmation]Schedule 0.14 [Quotation Checklist]Schedule 0.9 [DRiVE Supplier Sustainability Questionnaire], the RS shows dispute details but the checklist is requesting a different informationSchedule 4.6 [Subcontractors], if a specific returnable schedule is available Schedule 4.8 [Sources of Naturally Occurring Materials, if a specific returnable schedule is availableR #7.We have reviewed the “Small Works - RFQ-Section VI” document.  Please submit the documents required as per the instruction provided in e-Sourcing and the Small Works - RFQ-Section VI.
