- Background
Khulna is the third largest city in the southwest of Bangladesh. Over the past decade, the city's population has surged by more than 20 percent, driven by several factors, including natural population growth and migration from neighboring districts susceptible to climate-related challenges. Due to the limited access to safe water and sanitation services, along with challenges in practicing key hygienic behavior, the prevalent diseases in slum communities encompass a range of health and hygiene conditions. The most common health issues include diarrhea, cholera, dysentery, skin diseases, asthma, hypertension, malnutrition, common cold, fever, jaundice, respiratory ailments, reproductive disorders, recurrent miscarriages, early or delayed onset of menstruation, Urinary Tract Infections (UTIs), etc.
KCC has conducted a comprehensive baseline survey in both the slums. Based on baseline survey, the status of safe sanitation practices includes:
- 47.4% latrine is connected to a drain or water body or an open field. (Ref: Baseline report)
- Unsafe sanitation practice polluting slum surrounding waterbodies and surface drain.
- There are around 24 community toilets, 4 pipe network toilets and individual toilets in Bastuhara slum and 26+ community toilets, individual toilets, and no network toilet in Rupshar Char slum all are connected to drain. Average users per community/networked toilet are 30 households.
- Most of the slum dwellers lack in aware about safe sanitation practices, solution, and Faecal Sludge Management (FSM).
KCC is covered mostly with on-site sanitation facilities where an exceedingly small portion, about 1-2% of the population, is covered by non-pipe-network sewage treatment plant (planted bed) and DWATS with the support from development agencies. The major fecal sludge generated from sanitation facilities is discharged into ponds, rivers, storm drainage system or other water bodies in Khulna City due to lacks in proper FSM services. This is causing severe pollution of the environment and health which becomes worse during natural calamities like cyclones, tidal surges, floods, riverbank erosion, waterlogging and inundation. KCC is already experiencing the adverse impact of climate change. This not only damages sanitation infrastructures like septic tanks, pit latrines but also pollute storm runoff, water bodies and adjoining environment through mixing sewage that overflows and thus brings in serious health hazards for the city dwellers including children.
With this background, UNICEF in collaboration with KCC is planning to formulate a comprehensive programme aimed at addressing key Sanitation challenges in both the slums.
Considering the importance of fecal sludge management, the third party will be responsible for implementing two appropriate transformative sanitation solutions for wastewater treatment and/or reuse to cover primary target group. The rest of the households in both the slums as secondary target group will be covered by Schedule desludging initiative in collaboration with KCC.
- Objectives, Purpose, and Expected Results
Objective: By 2026, two “Appropriate transformative sanitation solutions” for wastewater treatment plant installed at Bastuhara and Rupshar Char Slum dwellers to reduce surface water pollution of nearby water bodies and ensure healthy living environment, especially for child and women.
Purpose:
The primary target is to cover at least 3,000 population living in 700 (350 households per treatment plant) households to improve their sanitation practices and living environment through implementing two transformative sanitation solutions (Mini Sewage pipe Network system with treatment and reuse

Expected Results:
- 100% population in both the slums used and practiced safely managed sanitation through functional transformative sanitation technological solution and schedule desludging initiative for wastewater (black water) management to protect health and water bodies from faecal contamination.
- Description of Assignment
The holdings are categorized into low-income communities. Basthara slum has around 6,789 population living in 1,628 households and Rupshar Char slum has 4,825 population living in 1,157hhs (Ref. Baseline report). Most of the households don’t have safe containment, as a result, raw fecal sludge, and wastewater move through surface/ storm water drain to nearest water bodies locally called ponds, rivers, and canals. This is valid that neither ongoing nor upcoming sanitation schemes for the city e.g., Sewerage pipeline connection, schedule desludging, at source solution, can cover low-income communities or get access because of unstructured containment, land scarcity, legality to access sewerage connection, low purchasing power at-source solutions and lack of awareness.
Another challenge for treatment plant implementation includes space, narrow roads, and location and types of toilets/containments. So, this assignment will emphasize and prioritize mini sewage pipe network system with treatment and resource reuse facilities and space compromised design or efficient use of land and emphasizing nature based, low or zero operation and maintenance.
Two slums are primarily divided into 8 clusters (Bastuhara: 6 clusters and Rupshar Char: 2 clusters) based on household numbers, community toilets and non-pipe network toilets, accessibility, and availability of space. In Bastuhara Slum there is some free space (Avg 13m x 9m or 117sqm) in between the community toilets and pipe network toilets and about 2-3 community toilets are in a cluster. On the other hand, in Rupshar Char slum there is no free space except a dead pond located in one corner outside of slum and a small space near a community toilet.
The proposed locations for installing two wastewater treatment plants include STP Zone-6 and STP Zone –2 under Bastuhara and Rupshar Char Slum respectively. Under STP Zone-6, there are six community toilets, one pipe network toilet and the rest of the individual toilets. Under STP Zone –2, there are two community toilets and the rest of the individual toilets.
So, the main deliverables of this assignment include detail technical design, drawing and BoQ with Capex and Opex, proposed STP capacity with detail design considerations and calculations installation, operator’s training, operation and maintenance for at least one year of two mini sewage pipe network system with treatment and resource reuse facilities to cover around 3,000 population living in 700 (350 households per treatment plant) households as primary target group.
KCC has a schedule desludging services for the city dwellers running by private companies by using vacuum tankers for sludge collection from containments and transport to the fixed disposal site outside City. So, this assignment will introduce and integrate schedule desludging initiative to cover around 9,383 people living in 2,085 households as secondary target group who generate around 800 KLD per day wastewater
including faecal sludge and directly release to the environment. This intervention can be done in collaboration with KCC.

- Relevant Experience: The organization must have a minimum of two years of working experience in providing sewage and wastewater treatment solutions, particularly in urban WASH (Water, Sanitation, and Hygiene) sectors. Moreover, experience in managing sanitation in areas with poor
coverage is necessary. Prior work in Bangladesh, specifically Khulna, or in similar contexts, would be an added advantage.
- Technical Expertise: The organization must demonstrate technical knowledge and expertise in sewage and wastewater treatment, including local network mapping, toilet connections, conveyance, and GIS mapping. They should have proven experience in implementing proposed solutions on the ground and have previous successful projects to show.
- Certifications: The organization should possess certifications for proposed solutions from reputable national/international authorities or agencies. These certifications should be in line with the appropriate environmental and health standards.
- Operational Strength: The organization should have the institutional strength to implement the proposed solution within the projected schedule. This includes sufficient and qualified personnel, logistical capacity, and financial stability.
- Stakeholder Coordination: The organization should demonstrate the ability to effectively coordinate between different stakeholders including local communities, government agencies, and other involved entities.
- Sustainability: The organization should exhibit a strong commitment to environmental sustainability and climate smart solutions. Proposed layout plan must show a sustainable approach to wastewater treatment.
- Maintenance Planning: The organization should provide plans for minimum or zero operation and maintenance costs, indicating a self-sustaining system design that can be efficiently managed.
- Land Use Efficiency/ Space compromised design: The organization should provide a system layout that demonstrates an efficient use of land, considering the high-density population and limited space available in the project area.
