Description
The United Nations Department of Peacekeeping Operations has a requirement for passengers ferry vessel(s), on an “on-call” basis between ports in Somalia, Kenya and Djibouti in support of the United Nations Support Office for AMISOM (UNSOA). The selected vessel(s) will be expected to provide acceptable levels of flexibility and responsiveness to the requirements of the UN mission. The services to be provided shall include, but not limited to: • Movement of passengers between the sea ports of Mombasa and Lamu, Kenya and Mogadishu, Kismayo, Somalia and Djibouti, Djibouti; • Emergency evacuation of UN personnel and equipment, if required The vessel sought must be capable of operating in the Indian Ocean safely during the monsoon season and shall have a minimum cruising speed of 10 knots. The vessel needs to be capable of entering the above-mentioned ports and capable of loading and discharging cargo and personnel. Vessel must be capable of docking without tug assistance. The draft of the vessel must satisfy the restrictions of the above-mentioned ports. The vessel must have the capacity to accommodate a minimum of 100 passengers and their assocaited baggage (estimated to be 45 kg/0.3 m3 per passenger); with 100% functional climate control (air conditioning) and sufficient & suitable bathroom, ablution facilities for the stated number of passengers, and kitchen facilities servicing the berthed passengers. Additional Notes to Requirements: The Contractor shall ensure that the vessel is fully insured for hull and machinery, protection and idenemnity (P&I) and operations in African waters. The Contractor will be responsible for the provision of vessel crew, oil, lubricants, water, cargo lashing equipment rations, maintenance, as well as other associated administrative costs. The Contractor is responsible for all ship maintenance to include, but not limited to, gear, fire fighting equipment, ship cleanup, bilge clearance, and sweet water supply. The ship will be required to carry sufficient spare parts to repair engine / mechanical / electronic failures. It is expected that the term of the contract will be twelve-month period. The UN reserves the right, at its sole discretion, to extend the contract for a maximum of two additional periods of up to six months each. The detailed scope of works and evaluation criteria will be provided within the UN's Request for Proposal (RFP), which will be sent out to all vendors responding to this expression of interest (EOI).
