The purpose of hiring a consultant is to develop an Overseas Worker Resource Centre (OWRC) operations manual for Kiribati, taking research, expert advice and lessons learned into account, while ensuring rights-based and gender responsive frameworks, and the localisation of information and operational systems and procedures through a consultative process.
