Title of the Assignment
Organize and facilitate ToT on CE-SBC and Inter-personal Communication (IPC) for Master Trainers.
Purpose
The main purpose of this assignment is to build capacity of the frontline health workers and other service providers on CE-SBC and IPC skills to improve EPI coverage in low performing areas and promote service seeking practices. The purposes of the assignment are to;
- Review the existing CE-SBC training module and customize (include EPI related IPC sessions) for Health Promotion Officers of Lifestyle, Health Education, District/Upazila Level Health Officials and develop a four day long training session outline for the TOT.
- Review the existing CE-SBC training module and customize (include prevention of violence against children and child marriage) for the front line providers of APC project, MoWCA including Child Rights Facilitators, Harmful Practice Prevention Coordinators and women affairs officials for and develop a four-day long training session outline for TOT.
- Organize four batches of residential TOT and trained 100 Health Officials, Frontline Health Workers on CE-SBC
- Organize three batches of residential TOT and trained 90 Officials of APC Project of MoWCA on CE-SBC
- Backstopping to the Master Trainers while they will cascade this training at Upazila level. A total of 8 batches of cascade training at upazila level need to be supervised and assisted.

- Background:
Communication for Development (C4D) and Social and Behaviours Change (SBC), used interchangeably, is defined in UNICEF as “an evidence-based process that is an integral part of programmes and utilizes a mix of communication tools, channels and approaches to facilitate dialogue, participation and engagement with children, families, communities, networks for positive social and behaviour change in both development and humanitarian contexts.”
SBC is one of the most empowering ways of improving health, nutrition and other key social outcomes for children and their families. SBC aims to empower both community and individual over time to create a necessary shift in individual and collective behaviours in a systematic and sustainable manner. UNICEF, as an agency with a long tradition in development communication, utilizes an array of communication approaches, ranging from policy advocacy, social and community mobilisation, to interpersonal communication to achieve behavior and social change for enhanced well-being of children.
SBC is positioned in the new Country Programme (CP) 2022-2026 as a key cross-cutting element and a change strategy for realizing several of the country programme results. The SBC section will provide technical leadership to the country office in facilitating the behavior and social change for the realization of the CP results towards the fulfillment of the survival, development, and protection rights of the children in Bangladesh. In essence, SBC section oversights the design, execution, monitoring tracking and evaluation of programme specific strategic communication strategies/interventions in support of the CP. Towards this end, for key strategies, i. social behavioral evidence generation ii. SBC capacity development of the relevant stakeholders iii. Community Engagement (CE) and iv. innovative/evidence-based SBC messaging for development and emergency/humanitarian context to be employed by SBC have been identified.
These strategies will be employed in an integrated and coordinated manner across the sector programmes of education, child protection, health, nutrition, WASH, education, and social protection and as well as the cross sectoral programmes of Early Childhood Care and Development (ECCD), adolescent, urban, climate change, gender and disability.
As one of the core strategic focus, community engagement will focus on community systems strengthening, facilitating the application of the UNICEF Community Engagement standards to assure quality of community engagement interventions that are supported by UNICEF and enable greater opportunities for meaningful participation of children including adolescents, parents, and communities across programme sections.
Currently, community engagement concepts have been widely used in development and humanitarian context as an approach to SBC by different organizations and policy makers and practitioners including government, UN organizations, non-government, and civil society organizations. However, the level of understanding, appreciation, expertise and access to tools and techniques for effective community engagement varied across the organizations as well as with in sections of UNICEF. Community engagement approaches are constrained by absence of systematic way of following minimum quality standard impeding full potential that the approach could bring to the programme. Strategic partnership for SBC in the CP 2022 -2026 will include engagement of religious leaders, frontline workers/community volunteers, use of existing platforms of different government ministries and departments.
The quality and results of community engagement interventions supported by UNICEF has a direct correlation to the capacity of its implementing partners and to the approaches and tools that are employed by the partners. UNICEF recently conducted a study on community engagement aiming to assess the community engagement capacity of UNICEF Programme implementing partners and counterparts for the planning, implementation, and monitoring of community engagement and the approaches and tools these partners employ for community engagement. This study has identified significant gaps in capacity and understanding of CE quality assurance and recommended expedited action to build capacity of partners implement community engagements initiatives and activities that meets quality standards.
Interpersonal communication skills specially for front line service providers is very much crucial to establish and maintain a friendly atmosphere with service recipients thus help to create trust and confidence on available services and facilities as well as to increase uptake of services. Frontline health workers directly deal with the caregivers & communities and provide services and lack of IPC skills of service providers sometimes hamper the quality of services and increased satisfaction level of service recipients. Some of available service at community level like EPI vaccination needs to be taken by the caregivers as per vaccination schedule for 5 times to make the child fully vaccinated which needs regular follow- up, appropriate counseling, and a friendly relationship with caregivers/communities to reduce the dropout rate and zero dose of immunization. Improved IPC skills of frontline health services providers are a priority area to address to increase the service utilization rate and quality of services.
UNICEF works with Government partners and NGOs focusing on health, nutrition, WASH, education, and child protection, improved capacity of partners on SBC, community engagement and IPC is important to meaningfully engage communities following its global quality standards that support achieving programme results and create an enabling environment.
This ToR is aimed at identifying an agency to develop an outline of ToT course, develop required learning materials, organize ToT on CE-SBC and Inter-personal Communication for for Health Promotion Officers of Lifestyle, Health Education, District/Upazila Level Health Officials under DGHS, Frontline providers and child rights facilitators of APC project, MoWCA officials. After the ToT, provide technical support for backstopping them to facilitate two days cascade training for the frontliner at Upazila level to maintain the UNICEF global CE quality standards.
2.Objectives and Purpose
The SBC Section of UNICEF Bangladesh is looking for an experienced training agency to organize and facilitate ToT on CE-SBC and Inter-personal Communication for Health Promotion Officers of Lifestyle, Health Education, District/Upazila Level Health Officials to improve routine immunization coverage in 16 low performing districts and TOT for Child Rights Facilitators of APC project, MoWCA officials to prevention of violence against children and child marriage in APC project locations
The agency will also provide technical guidance, ensuring their presence and provide technical support at upazila level while the master trainers facilitate cascade training at upazila level for quality assurance. The agency will work under the direct technical supervision of the SBC section, UNICEF and in close collaboration and consultation with relevant UNICEF programme section staff to:
- Review the training module on CE_SBC and inclusion of IPC sessions.
- Enhance capacity of the master trainers on CE-SBC and IPC for promoting EPI coverage in low performing districts and preventing violence against children and child marriage APC project districts
- Provide technical supports to the master trainers at upazila level while the master trainers facilitate cascade training at upazila level for quality assurance.
3.Key tasks:
The training agency will review existing CE-SBC training module and include Inter-personal Communication session and organize 4 days ToT for master trainers:
- Inception meeting between the agency and UNICEF team to discuss the details of the assignment, timeline, and overall approach; after that meeting agency will share an inception report with an action plan with specific deadline.
- Review of UNICEF’s existing training module on community engagement and social and behaviour change and include IPC content and develop ToT course content in due consultation with SBC specialists, Health Specialists and government counter part
- Finalize 4-day long training packages for ToT both in Bangla and a shorter version in English language, though facilitation would be in Bangla.
- Develop learning materials for the ToT participants in Bangla as referring materials which will support them to facilitate training for frontline health workers at Upazila level.
- Organize and facilitate 4-day long ToT for 100 Health Education Officers of Lifestyle and 90 participants of APC Project of MoWCA including frontline providers, child rights facilitators and women affairs officials.
- The ToT should be held outside Dhaka at a suitable training venue as residential training. In that case, the training agency should manage TA/DA, accommodation, food, training hall room rent and other logistics.
- Provide technical supports for 8 batches two-day long training for frontline health workers at Upazila level.
- Prepare necessary training materials, power point slides and handouts for conducting training and distributing to participants.
- Prepare a detailed training report including pre and post test score/evaluation of participants and overall training process and learning.

The Agency will coordinate with National SBC Consultant-EPI, National SBC Consultant APC project for day-to-day basis as and when required. The agency will submit reports according to the deliverables and one final report along with other documents as mentioned in the deliverable’s column.

- Submission of draft ToT course outline with key contents in English.

6.Payment Schedule
- First instalment: 30% upon acceptance of the inception report with detail work plan of the assignment’s deliverables.
- Second payment: 40% after conducting ToT and 16 Upazila level cascade training.
- Final payment: 30% upon submission of final report, training report, hard and soft copies of the ToT Course Outline in Bangla and a shorter version in English.
7.Qualification requirement of the company/institution/organization
- The agency should have 5 years or more experience in developing training courses/module and conducting capacity building training for government and NGO partners.
- Understanding of community engagement (CE) concepts, social and behaviour change programming and experience working with CE interventions
- Experience in applying participatory training methods and adult learning approaches.
- Has skilled resource pool of training facilitators who have at least 5 years of experience in training facilitation for high level government and NGO partners, good understanding on C4D/SBCC, and excellent communication skills.
- Experience of facilitating similar training with UN agencies and INGOs
- Strong analytical and report writing skills both in English and Bangla
- Must be able to work/operate legally in Bangladesh
