Description

The purpose of this Request for Proposal (RFP) is to provide UNAIDS with access to a pool of pre-approved and qualified resource tracking technical experts and data management/ analyst experts. UNAIDS will enter into a long-term contractual agreement (LTA) with several successful bidders, individuals or companies, to carry out various technical support functions for HIV resource tracking activities, in different counties and regions, for the period from October 2024 to September 2027 (3 years). Bidders are invited to bid for any, or all, of the different resource tracking functions listed below, and in different languages: English, French, Spanish and/or Portuguese. Please indicate clearly in your bid which services, and in which languages, you are willing to provide.
Technical support for the various resource tracking efforts in the EQF practice may include the following but not limited to (bidders do not need to undertake all of the following functions, but should clearly indicate those they are willing and able to perform):
a) National AIDS Spending Assessments ongoing technical support – many countries in various regions are planning/ undertaking their NASAs in 2024 and 2025 and UNAIDS Global Centre / Regional Support Teams and/or Country Offices need to ensure sound application of the NASA methods, correct and timeous implementation, and generation / review of all products, processes and outputs timeously. Support may be required at any stage or throughout the project, further details provided below.
b) Adjustments to / translations of the NASA classifications, if required.
c) Development of training materials and technical briefs for NASA consultants in the field.
d) Global AIDS Monitoring and monitoring expenditure data from low- and middle- income countries – reviewing, cleaning, validation, consolidation and analysis of reported data.
e) Collation, management, analytics and visualisations of HIV financial data – country, regional and global levels – for UNAIDS financial dashboard, as well as for countries Sustainability Road Map activities, global resource mobilization.
