Description
The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for prequalification of work contractors for the Construction of Buildings in South Sudan.
This Pre-qualification is a formal method of assessing an organization against a set of pre-determined criteria. This process is not related to a specific solicitation process and focuses on a general assessment of an organization's operational, personnel capabilities, and internal processes, including internal quality management and financial health.
While this process is not directly related to a solicitation process, UNOPS may use the results of this PQ exercise to create a shortlist of work contractors that may be invited to submit a proposal for the construction of future building projects.

IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. Participation in the clarification meeting is not mandatory but participation is strongly encouraged to avoid the risk of non-compliant bids.

New clarification added: Dear UNOPS,while our company is from outside South Sudan, and we pass all evaluation criteria except the following : Bidder must have a minimum of 2 building contracts, each over USD 50 K, completed in the last 5 years as General Contractor. The Bidder must provide the corresponding support documents: Signed contract and certification of completion of each of the contracts. The contracts should be with a UN agency or an INGO or a Government body in South SudanWe previously did not have any contracts in South Sudan and were looking to initiate business operations there. Is this requirement applicable solely to local contractors? If not, we kindly request that you consider modifying this condition to enable us to be included in your list of qualified contractors in South Sudan.Clarification: The qualification criteria is very clear; contractors exprience should be of South Sudan

New clarification added: Dear Procurement;We would like to request if a subsidiary company is allowed to participate in this Prequalification along with the Parent Company. The Subsidiary company will use expriences of the Parent company in order to fullfil the meaning criteria. 1. Will it be cconsidered as collision or not?2. Will it be considered for the Subsidiary company to use profile of the Parent company to full fill the minimum criteria?Your clarification will highly appreciated. Clarification: For this prequalification process, contractors will be evaluated on their own capacity and exprience.

Please clarify the expected of the selected contractor to complete the deliverablesClarification: Please review all sections of the tender and submit your documents. Please make sure to submit all documents indicated under Section IIi Returnables and under the checklist section. New clarification added: A clarification meeting was conducted on 15 Aug 2024 and was attended by over 70 bidders. The Procurement Manager briefed the bidders about the Prequalification tender. Following were the main points indicated:Fully complete all mandatory documents (signed & stamped) and posted in the checklist section. Carefully read the evaluation criteria and respond Complete the Drive QuestionnaireMake sure submissions are submitted before the deadlineThe only question raised from the SS Contractors Association was about the possibility of lowering the threshold for turnover from USD 100,000. The procurement manager explained that this was the lowest threshold UNOPS was able to godown, considering the previous contracts analysis. He indicated that this might change in future tenders.
