New clarification added: Clarification request 58Question 1.The items required in Lot 7. IVC Mouse and Rat Unit. For the Item 7.2. Rat IVC Rack, you required that the number of cages should be 180 cages per rack same as Mouse IVC Rack. Considering that Rat cages are not the same size as Mouse cages, this quantity of cages is difficult for Rat IVC Racks, and the standard number that most manufacturers have is 70-100 cages per racks. Can we offer Rat IVC Rack with 72 cages per racks?Question 2.Is it accepted for us to offer IVC Rack System with the racks and caging that is similar, but single use, ready to use cages. So no washing area is needed and that saves a lot of space and capital investments.Pro’s are:• no more washing,• no high upfront capital investments needed,• quick start. After delivery of racks they can start their experiments, (normally an autoclave, washing equipment takes 1-2 years from order to ready to be used)• easy to scale up and down capacity• Superior cross contamination protectionQuestion 3.For Item 7.1. Mouse IVC Rack and 7.2. Rat IVC Rack, it is required depth of 660mm. For double sided cages this size is too small to meet as the manufacturers we contacted informed us. Please let us know if we can offer product with depth of 892mm that fulfills others dimensions such as High and Width?Question 4.In Lot 9 Animal Transfer Station, position 6. The fully reversible work surface is available in either a fixed, raised or lowered position, providing a chemical and impact resistant worktop.Since it is required either fixed, raised or lower, can we offer the product that is available in only fixed position that fulfills all the othered required specifications?Question 5.For LOT 2 Fume Hoods, it is required Epoxy Electrostatic Powder Painted 2mm cold drawn steel DKP material. Is it acceptable to offer the same material but with 1mm paint, since 2 mm is impossible to meet in all of the manufacturers we contacted. Can we offer the same material but 1mm thickness?Question 6.For Lot 2. Fume Hood it is required Time Counter. Since this does not effect the performance of the equipment, can we offer Fume Hood with all other specifications except the Time Counter?UNOPS clarification response 58Response to question 1:Please note that we allow a tolerance of up to 20% from the specified dimensions as fully compliant per item in a lot, as long as the unit conforms to the drawings provided in Annex 1. Please be informed that the bidders are requested to submit bids meeting or exceeding the specified requirements.Response to question 2:Please be informed that Single use, ready to use cages will not be acceptable as fully compliant offer.Response to question 3:Please be informed that it will be acceptable to offer a product with a depth of 892mm. Please note that we allow a tolerance of up to 20% from the specified dimensions as fully compliant per item in a lot, as long as the unit conforms to the drawings provided in Annex 1.Response to question 4:Please be informed that the requirement is “ Maximum acceptable dimensions: W1612xH1639x D772mm - (raised height 2089mm)”. Hence fixed height work surface is not acceptable. Please be informed that the bidders are requested to submit bids meeting or exceeding the specified requirements.Response to question 5:Bidders are required to offer equipment with characteristics meeting or exceeding the current requirements to be considered substantially compliant. Non-compliant bids shall be rejected. No revision of this parameter is considered.Response to question 6:Bidders are required to offer equipment with characteristics meeting or exceeding the current requirements to be considered substantially compliant. New clarification added: Clarification request 56Please find below the questions regarding LOT 12 - Lab Blackout Curtains Line 5. Maximum acceptable dimensions: L - 1520 m' + 15%/ H - 300 mm- Please confirm the height of the curtains. Based on drawings it looks like the complete area of the laboratory marked with number 73 on two sides should be covered. If this is correct the length of the curtains should be 2 x 7600mm (2 x 7.6 m)- What would be the height? If it has to be with the height of the laboratory or to a certain height. Please clarify?- Please confirm if the curtains should be straight or with any pattern?- Please confirm if the curtains should be mounted on ceiling or floor mounted?- Please confirm we should provide the rail to be mounted or a track depending on the floor or ceiling mounted?UNOPS clarification response 56The height of the curtains is 300 cm including the space for curtain hooks. The curtains rail is incorporated into the ceiling design meaning that rails are in the same level of suspended ceiling (gypsum boards). This means 300 cm minus the space for curtain hooks. The length of the curtains are correct (2x7.6 m)The curtains should preferably be plain, but patterns are also acceptable. They must be mounted on the ceiling. You need to supply the ceiling-mounted rail, along with the hooks and all other components necessary for the curtain to function.

New clarification added: Clarification request 55UNOPS clarification response 54Please note that the building has three entrances: two from the basement—one through the main door leading to the main hall and another via the ramp to the garage. The third entrance is from the main street, which provides access to the ground floor. The entrances allow for the following dimensions:Garage door: 500 cm x 300 cmMain entrance aluminum doors: 200 cm x 210 cmAlthough we previously proposed alternative solutions, we still believe the best approach is to use the main entrances, either from the basement or the ground floor. For equipment weighing less than 800 kg, the elevators can also be utilized effectively.Regarding the clarification above, we would like to ask for the dimensions of the elavators in order to see if the porcuts can fit in that!In addition to this, we would like to ask you if there is a possibility that the truck can fit through the garage doors?UNOPS Clarification response 55Kindly note that the elevator dimensions are: 110w, 210L, 220H, door 90.Regarding the truck please refer to the garage door dimensions provided in clarification 45.

New clarification added: Clarification request 54Regarding the clarification bellow we would to ask you how is the access in the gallery level flor! Is there a door in this level where the truck has access? And what is the size of that door? And also there any platform where the truck can stop in this level? Also once the building is finished we assume that in the gallery floors there will be installed guardrail (handrail) and also the decorative facade will be installed (inside the building). This means that in case we install the construction hoist – a crane we will have partially to demolish (dissemble) facade and guardrail? We would like to inform you that this is might have additional costs which normally should be covered by UNOPS or investor as we as potential supplier we cannot estimate those costs!UNOPS clarification response 54Please note that the building has three entrances: two from the basement—one through the main door leading to the main hall and another via the ramp to the garage. New clarification added: Clarification request 53Regarding Lot 14: Lead shield detector, you asked for: specification nr 3: Lined with 9.0 mm copper covered with tin and the specification nr 7. Lead shield with supporting table LN2 sensor and monitor. Based on our research and the specifications you gave, in addition to the photo attached for reference, the only provider for this product says that there are 2 deviations as below: We cannot offer 9 mm copper but only 1.6 mm, and we do not have a "lead shield with supporting table LN2 sensor and monitor.".Can you please confirm me that we can offer these deviations?UNOPS clarification response 53The LN2 monitoring solution can be a separate unit but must have features that allow it to integrate with the lead shield detector and the supporting table. We hereby confirm that for Lot 14, Specification line 3: "Lined with 9.0 mm copper covered with tin", 1.6mm copper lining will also be acceptable for lead shield detector.

New clarification added: Clarification request 52Regarding Lot 1, almost all the product dimensions, including Item 1.1, 1.2, and 1.3, are approximately as below:Width (external) 1205.00 mmHeight (external) 2000.00 mmDepth (external): 625.00 mmThese dimensions are out of standard door and are quite heavy (600+ kg); this means it would be possible to lift them through the stairs!Since we cannot use the elevator for these items, what do you think is the best way to carry them inside?According to our previous experience, in order to install/carry inside these kinds of products, we need to use a telescopic forklift to carry them through the balcony or any window! However, for sure, we will need to demolish/dismantle some part of the doors and/or windows or part of the walls. For all of these re-constructing and modifing parts, are we allowed to do that, and if yes, will UNOPS cover these extra costs?UNOPS clarification response 52The opening of the lab door is 1100 mm x 2160 mm. However, due to the product dimensions W1205H2000D625 it is essential to ensure that the product can be rotated or tilted to pass through the door with its depth or height oriented, safely and without damaging it.Regarding the height, please note that lifting the equipment in a four-story building requires a construction hoist – a crane which can be installed in the inner gallery of the building. The movement of the equipment within a floor can be done with a hand pallet jack or a small forklift lifted at any floor by the construction hoist. This is an option that does not need dismantling/demounting any part of the structure - facade or window.Kindly note that UNOPS will not cover any additional costs arising from transportation and installation of equipment. Thus, please note that such costs/rentals/preparations should be included in the proposal. Please also note that it will be necessary to prepare the ground and leave unmounted the glass balustrade in one side of the gallery.

New safety closing system with spring: in case of fire, automatically closes the doors at a temperature of >50°C. Not electric.Patented internal safety catch lock that keeps the door closed in case of fire.Considering that the purpose of this cabinet is safety for storage chemicals we think that the product which is produced according to the standards regardless of the door positioning has the performance for what is produced Question: 3LOT 12 – Line 3 Power Protection: Withstands 200W/cm2 with a beam size of 5mm for 100 secondsThe optical power for blackout curtains is also dependent on wavelength applied.Could you please specify the wavelength which is to be used?UNOPS clarification response 45UNOPS advises on the below response:Thank you for the clarifications. Based on the response, it is decided to revise the technical specification for item 1.3 (combi safety cabinets with shelves and drawers)i) The statement in line 3, "With wing and folding door in light gray or similar," will be removed.ii) The specification in line 5”powder-coated sheet steel or better material for storage of acid and alkali) will be added. These changes will be reflected in the Section II Schedule of requirement with the following amendment.Regarding Lot 12: Kindly note the wavelength to be used is 400-700 nm.

New clarification added: Clarification request 46Please advise on the below clarifications:Question 1 - LOT 1For LOT 1 item 1.2. you required a vertical separation of the acids and alkalis. Since this compartment is not chemical resistance in most of the manufacturers, can you please let us know if the product can be offer without this compartment since it does not have an impact?Question 2 - LOT 2It is required that the working cabinet to be constructed with electrostatic powder painted 2mm cold drawn steel DKP material. Is it acceptable that the offered product is constructed of 1 mm thick electrogalvanized steel zinc coated to prevent rusting even if the powder coat is abraded that also prevents contamination, considering that the quality and effect is the same?Question 3 - LOT 13Request 10 states that the product should have high visibility yellow aluminium pull rod activator. Please let us know if it is accepted to offer aluminium pull rod activator without the yellow color, considering that the color does not help nor change the product performances?Question 4 - LOT 14For the product required in this lot Lead Shield Detector, is it acceptable 1.6 mm copper layer instead of the written 9 mm, since the 9 mm copper would have no technical advantage at all? Is it acceptable to offer the product without the LN2 sensor and monitor on the table of the shield, since this is not applied in most of the manufacturers?UNOPS clarification response 46UNOPS advises on the responses as below:Response to question 1 - Lot 1:Based on the response, it is decided to revise the technical specification for item 1.2 (Safety Cabinets). The statement in line 6, "Two (2) compartments (vertically separated) allow the storage of flammable liquids and aggressive chemicals in one cabinet," will be removed.Bidders are now allowed to offer Combi safety cabinets with horizontal doors, while all other specifications remain unchanged. This change in specification will be reflected in the section II Schedule of requirement.Response to question 2 - Lot 2:Dear bidder, using 1 mm thick electrogalvanized steel instead of the specified 2 mm thick DKP sheet metal with electrostatic powder coating would not be an acceptable substitution, as it does not meet the material type, thickness, and surface finish requirements stated in the specification.Response to question 3 - Lot 13:Dear bidder, the color of the pull rod activator will not be the base of the evaluation, as long as product performance is not affected.Response to question 4 - Lot 14:A product with a 1.6 mm copper layer instead of the required 9 mm thickness and omitting the LN2 sensor and monitor would not comply with the specified requirements.

Lot 1 – Item 1.2 // Safety cabinets:Remarks by manufacturerSpecification is quite straight forward but it is not clear what exactly they are requesting:We, at Asecos, do not offer a cabinet for the combined storage of flammable hazardous materials and acid / alkalis, with an external width of 900 mm.If the customer wants to have a cabinet with two vertically separated compartments, we would need to choose a cabinet with 1.200 mm external width. That also leaves us with two options, as they are claiming in line 7 that the cabinet must have 90 minutes fire resistance all over, which is uncommon.Option 1: K90.196.120.MF.FWAS This cabinet does only provide 90 minutes fire resistance in one compartment for the flammables https://www.asecos-configurator.com/EN/DE/asecos/safety-storage-cabinets/model-line-k-line/model-class-k-phoenix-90/k90196120mffwas/3033300130337Option 2: S90.196.120.MV.WDAS This cabinet provides 90 minutes fire resistance all over. New clarification added: Clarification request 26Kindly advise on the below clarification:Over the general layout observed in Annex 1, it is realized that a mixture of working places and laboratories are occurring. from our experience int he laboratory design the air conditioning system and / or with the fumehoods protection are not sufficient to ensure the air quality control at the whole area. We can predict that chemicals will be over the ambient and possibly moved / leaked to the nearby rooms due to the design.if the client is willing to get advise or alterantives, we can propose our solution. roof mounted standalone Indoor air quality devices that will clean the indoor air from any chemicals and/or particles. it is a 24/7 running device that it does not connect to any infraestructure at the building except a electrical plug, while it will not add any load in the A/c system although it increases the air renovation level in the room from 3 to 5 times. It would be needed to be added as an additional Lot.We exchange our technology in many industries as we are pioneers int he chemical and biological laboratories.UNOPS clarification response 26UNOPS advises on the below response:Thank you for your suggestion to propose an alternative solution. A pressure compensation valve has following functions: Allowing air to flow in and out of the freezer as door is opened and closed which prevents a vacuum from forming inside.Equalizing the pressure when the door is closed again , making it easier to open Hence bidders are requested to submit offers for models containing both pivoting castors and pressure compensation valve.

It would provide a large energy savings into the laboratory, as no exhaust is created, so no new exterior air needs to be introduced (fitlered and treated) at the Air conditioning system. Depending on the usage, on a yearly or bi-yearly basis the device carbon filter should be exchanged.Question 2:Following question is same for following 3 Lots: Lot 2, Lot 3 & Lot 9It is defined to have connection into an exhasut system, but would be aceptable that the device would connect into a filtration system box which filters all pollutants, so there was no further need to exhaust the pollutants into the exhaust system? New clarification added: Clarification request 22Kindly advise on the below clarification:For Lot 6, item 6.1, the technical specification line no. 19. says: "Internal automatic LED light for both compartments (freezer and refrigerator)".It is very unsual, to use LED light in the freezer compartments, can you please clarify this point for us?UNOPS clarification response 22UNOPS advises on the below response:Please be informed that the specification is intentional. While it may have been uncommon in the past for freezer compartments to not include lighting due to concerns about ice formation, advancements in technology, particularly the introduction of no-frost technology, have made it feasible and practical to incorporate LED lighting in freezer compartments. Therefore, the inclusion of an LED light in both compartments is a deliberate part of the specification and must be adhered to.

New clarification added: Clarification request 06:Kindly advise on the below questions:Question no. 1LOT 1- Item 1.1 - Gas cylinder storage cabinetsSpecification line 8: Each cabinet must be a fire resistance class of 90 minutes.GAS CYLINDER G 90 ratingThe rating is given with a fire test including sensor installed in the cabinet. The test stops when one of the sensors detects a temperature of 200°C. The internal temperature does not affect the ability of gas storages, 30-60-90 G rated, to retard or avoid the explosion of the cylinder stored for hours in most common situations, even if the internal temperature rises over 200°C.- Please confirm if you accept the rating G 60.Question no. 2LOT 1- Item 1.2- safety cabinetsIt is very uncommon for a safety combined cabinet for storage of flammable hazardous materials and acid / alkalis, with a width of 900 mm and vertical doors with wing and fold.Acids and alkalis are not considered flammable (except in very rare chemicals like Perchloric acid that has a flash point at 60 Celsius) and no manufacturer will tent to certify such cabinet that cannot pass the tests for G 90 rating. These types of cabinets are composed of two different cabinets, both with monolithic structure, one for chemicals, acids and bases and one for flammable substances, which are assembled together to allow the separate storage of substances that cannot be stored together. These cabinets are certified according to the following standards EN 14470-1, EN 61010-1, EN 16121, EN 16122, TEST PPP 52125A and there is no identifiable certified cabinet with vertical and wing and fold doors with dimensions 900 mm and rating 90 minutes.- Please confirm it is acceptable to have the cabinet with horizontal doors with sizes either 600 mm with one door each or 1100 mm with two doors each as the Tolerance of 20 % compared to specifications allows the dimensions.Question no. 3LOT 1- Item 1.3- Safety cabinetsSpecification line 2, 5 and 6 - With folding door, 6 full extension drawers (powder-coated sheet steel)The European legislator has addressed the role of the manufacturer in the EN 14470-1 standard introduction:Primarily, this document covers the three major safety requirements for storage of flammable liquids, which are:a) minimizing the fire risk associated with the storage of flammable substances and protection of the fire safety storage cabinet’s content in the event of fire for a known (tested) minimum length of time (fire rating);b) minimizing the amount of vapour released into the working environment; c) retention of accidental spillage within the fire safety storage cabinet.Powder-coated sheet steel drawer asked on your specification are not suitable for storage of acid and bases.Shelves are: 1) They are weaker. No matter how good the slides and the guide are, they would never reach the resistance and last as long as the shelves with racking system (25 + year). 2) Loading capacity: in a 600 mmm wide sliding shelf the max load capacity is around 20-25 kg and considering different weight of chemicals with very high density like (Sulfuric Acid 1.82, 1 liter bottle equal to the weight of 1.82 kg there is a risk off overloading the shelve. With the same dimensions, a shelf anchored in a racking system can hold 100 kg. 3) When shelve is sliding out the risk accidental spillage would be on the environment and not retained inside the storage cabinet- Please confirm it is accepted to offer the racking system instead of sliding shelves certified with EN 14470-1, EN 61010-1, EN 16121, EN 16122 and TUV certified? Question no. 4LOT 2- Item Fume HoodUsually fume hoods should have an underbench fixed storage unit for storage of chemicals for daily use. 1)Please inform if we should add to the offer – Underbench fixed storage unit completely metallic, epoxy-painted with 2 drawers and 2 solid doors, lock, internal tray-shaped shelf, height adjustable and ventilated for the aspiration of the vapors and for the combined storage of both: flammable hazardous materials and acid / alkalis 2)The specification line 7. Lighting: fluorescent or UV lighting clearly indicates that we should offer choice of Fluorescent or UV lamp.- Please confirm this is correct to understand as it is written and offer the system based on the lighting offered which will regulate also the control panel functions?UV lamp is for germicidal purpose and therefore provides biologically disinfected area when working with biological samples like cultures, bacterial or viral and use of the UV means that the cabinet should have also HEPA filters which will purify the air to avoid any cross contamination from biological sample to other.Fume hood is used for different chemical applications that does not involve any kind of material potentially biologically contaminated. The product that requires UV lamp is your product on LOT 3 - Bio Safety Cabinets for which the question below is related.Question no. 5LOT 3 - Bio Safety CabinetsUV lamp is a must on biosafety cabinets and it is used after each biological samples is processed to provide clean air and clean area for the next sample processing with features:1) UV lamp2) Total lifetime of the UV lamp3) UV lamp countdown timing - Please confirm UV lamp has to be offered for the Biosafety Cabinet?UNOPS clarification response 06UNOPS advises on the following responses:Response to question no. 1Lot 1 - Item 1.1 Gas cylinder storage cabinetsBidders are required to offer equipment with characteristics meeting or exceeding the current requirements to be considered substantially compliant. New clarification added: Clarification request 02: Kindly clarify the below aspects in regard to Lot 1: Question no. 1Lot 1 – Item 1.1. Gas cylinder cabinet: specification line 5 -> width 140 cm, specification line 6 -> width 120 cm. Both dimensions can accommodate the requested 4 cylinders. Let us know which one do you prefer.Question no. 2Lot 1 - Item 1.2. Safety cabinets: we cannot identify a cabinet for the combined storage of flammable hazardous materials and acid / alkalis, with an external width of 900 mm. If you want to have a cabinet with two vertically separated compartments, we would need to choose a cabinet with 1.200 mm external width. On a general note: Since acids and alkalis are considered flammable only in very few cases, the compartment for these hazardous materials is normally not fire resistant. In case you want a cabinet which provides 90 minutes fire resitance all over it doesen't have a folding door.Question no. 3Lot 1 – Item 1.3.
