Capacity Building in Basic Data Cleaning, Analysis and Reporting using R Studio - APW
Under the International Health Regulations 2005 (IHR (2005), State Parties are expected to comply with core competencies; these competencies are assessed annually through self-reporting and as requested through a Joint External Evaluation. The capacity for surveillance and use of surveillance data is tested across many components of the JEE including antimicrobial resistance, food safety, vaccine preventable disease, and zoonosis. Specific assessments on the use of surveillance data include public health emergency data reporting that is disaggregated by gender, sex, education, income, ethnic origin, geographical location, disabilities; capacity for early warning surveillance that can routinely and rapidly report events, capacity for event verification and investigation, and analysis and information sharing. Analysis and information sharing capacities assess the types of analysis that is routinely conducted, training in analysis, capacity to link datasets, and information on the type and frequency of reporting.
Within the devolved health system of the Philippines, surveillance capacity should be strengthened across all levels of epidemiology and surveillance units (ESUs), regional, provincial, city, and hospital ESUs. Each level of the system has unique mandates and requirements; however, all levels are required to report surveillance data to multiple stakeholders. Additionally, at the national level there is a need for robust data skills in the Department of Health Epidemiology Bureau and Health Emergency Management Bureau (HEMB). Both the DOH EB and HEMB have mandates to report surveillance data that can guide public health decision making at the national level and to support sub-national activities, as required. Strengthening capacity across all levels can thus contribute to improved efficiencies and facilitate rapid reporting and limiting the overall scale of the event, contributing to improved health for Filipinos in addition to meeting IHR (2005) core competencies.
Strengthening the capacity of the DOH EB, HEMB, and select Regional, Provincial, City, and Hospital ESUs to manage, clean, analyse and report surveillance data may meaningfully contribute to improved public health outcomes in the Philippines. Utilising free software, such as R Studio, contributes to sustainability of surveillance efforts and further contributes to ongoing preparedness efforts.
The WHO Philippines is looking for a contractual partner to provide a combined virtual and face-to-face training and limited ongoing support in the use of R Studio for data, management, cleaning, analysis and reporting in the Philippines.
