Description

UNICEF is seeking a qualified contractor to support the implementation of a number of youth-led projects as part of the Youth-led Action Initiative.

1. Background

Promoting young people’s participation, including youth-led advocacy, is key to UNICEF’s work. Over the past years, UNICEF has worked closely with young people to empower them and enable them to become drivers of change through a variety of initiatives. UNICEF supports the strengthening of platforms for young people’s participation, bringing together children and youth from diverse backgrounds and promoting their involvement in accountability and advocacy leadership. We are committed to empowering young people to develop the skills necessary for articulating and advocating their viewpoints, fostering an understanding of their rights, and creating opportunities to lead advocacy initiatives. One of such initiatives supported by the UNICEF Thailand country office is the Youth-led Action Initiative.

In this context, UNICEF is seeking a qualified contractor to support the implementation of a number of youth-led projects as part of the Youth-led Action Initiative.

2. Objectives, Purpose & Expected Results

The overall purpose of this assignment is to identify a contractor to support the implementation of 5 to 10 selected youth-led initiative projects for a total budget of a maximum of 500,000 THB, ensuring that young people have sufficient capacities and resources to implement their projects and deliver results as planned. The contractor is expected to:

1) Disburse seed funding to each of the selected teams (estimated 30,000 # 170,000 THB per project, depending on the project scale and size of the target group) and

2) Provide ongoing mentorship support to the winning teams with regards to project management, including financial management, ensuring child safeguarding is respected, according to UNICEF guidelines.

3. Description of the assignment

This initiative will require coordinated efforts, including support with regards to project monitoring, budget allocation, mentoring, and ongoing communication to ensure the smooth implementation of the youth-led advocacy project(s) that receive funding from UNICEF.

Tasks to be undertaken are:

Coordination support

- Coordinate meetings with the UNICEF team to understand the initiative's background, expectations, and requirements and get familiar with the content and budget of the selected youth-led projects.

- In consultation with UNICEF, develop a clear workplan for the implementation process of the selected projects, covering the period of July # October 2024.

- Organize five online meetings between July and October 2024 to follow up on the progress of the selected projects and support the young people in overcoming any challenges they might face while implementing activities.

- Provide mentorship support to young people regarding project management to ensure that each team has sufficient capacity to implement their projects and successfully execute them.

- Maintain regular communication with the winning teams via email and LINE Group, with the aim to actively engage and involve all young people throughout the project.

Financial support

- Disburse funding to the selected teams in two to three installments, based on the volume of budgets.

- Collect invoices and evidence from each project as proof of payment and submit them to UNICEF at the end of the programme in a financial report. The payment method will be agreed upon with the contractor after onboarding.

- Provide young people with instruction and guidance on how to spend the budget in accordance with UNICEF’s rules and procedures and ensure that young people spend the budget as planned. Report any potential risk to UNICEF during the implementation of the initiative.

Reporting support

- Support each team in developing and submitting a one-page monthly progress report (in Thai or English) and the final report (in English), following the UNICEF template.

- Prepare a final narrative and financial report in English (maximum 10 pages), summarizing the implementation of the youth-led projects and results achieved, including direct and indirect beneficiaries, scope of activities, and pictures from the projects.

4. Deliverables and timeline

Deliverable 1 - Project monitoring plan

Submission of a detailed work plan of activities, including:

a) A budget disbursement plan based on the UNICEF agreement on each youth-led project;

b) Timeline and agenda of online monthly meetings with young people.

The report should include a progress summary implementation report (maximum 10 pages) including:

a) A description of the content and results of the three online meetings, and

b) A narrative progress report for each project, including description of the project, number of direct and indirect beneficiaries involved, challenges, key results and pictures of implementation for each project in Thai.

Estimated timeline: By 30 August 2024

Deliverable 3 # Delivery of two online meetings and submission of the 2nd progress report

(September # October 2024)

Successful implementation of two online monthly meetings with young people and submission of progress report for each youth-led project, covering the period September # October 2024

The report should include a progress summary implementation report (maximum 10 pages) including:

a) A description of the content and results of the two online meetings, and

b) A narrative progress report for each project, including description of the project, number of direct and indirect beneficiaries involved, challenges, key results and pictures of implementation for each project in Thai.

Estimated timeline: By 30 October 2024

Deliverable 4 # Final report

Submission of the final narrative and financial report in English (maximum 20 pages) which includes:

a) Final narrative and financial report in English summarizing the results achieved of the youth-led initiatives,including description of the projects, direct and indirect beneficiaries (disaggregated), scope of activities, andpictures from the projects.

b) Collection of final report from each team.
