Based on the submitted inquiries, we have responded to the messages marked in black bold.
TOR, Chapter 6.1, Package 1 and 2 – The Social Engineer is included as part of the personnel in the TOR but is not included in Form 16, kindly advise and provide time input if he is part of package 1 and 2
R: You can include the necessary staff. form 16 is an example of how things should be presented.
TOR, Chapter 6.1, Package 1 and 2 – Architect is not included as part of the personnel as defined in the TOR chapter 6.1 but it is included in Form 16. Kindly advise if the Architect is part of the personnel.

Form 16: Price Proposal Submission, the spreadsheet provides the list of project team members, and their time input (Qty) to be priced but does not provide any provisions for disbursements to cover supervision site office costs, transport, communications, etc. Are these costs to be estimated and factored into the offer?
R: you can add on the Form the necessary elements for a detailed complete budget.
Form 16: Price Proposal Submission, Item 2.1.2 The table indicates 3 Persons, and the quantity is Six(6) months. Kindly confirm if the Consultant should provide Three (3) Resident Civil Engineers for site supervision during the execution of the works, and if the time input for each of them is for the 6 months duration of the construction stage.
R: It was establishing a timeframe for each element based on the project needs if a company feels that changes are required. The supervision of the project will be for six months.
Form 16: Price Proposal Submission, Item 2.2.1 The table indicates 3 Persons, and the quantity is four (4) visits. Kindly confirm that the Consultant should provide Three (3) Resident Civil Engineers for site inspections during the Defects Liability Period, each of them to conduct four (4) site inspections during the twelve (12) months duration of the Defects Liability Period.
R: We consider the 3 persons in the field as per the manager it is not a full-time presence. Therefore.
ESC 01: 4.0. EXPECTED DELIVERABLES - 1.1- Environmental and Social Management Plan (ESMP) – In Angola, for the environmental licensing process, MINAMB requests the preparation of an Environmental Impact Study. Within the scope of the project in question, how do you plan to obtain the environmental installation license? Is it necessary to include the preparation of an Environmental Impact Study within the scope of our proposals?
R: MINAMB is working with us and the licenses will be granted through them. We do not believe that an environmental impact assessment is needed.
ESC 02: 4.0. EXPECTED DELIVERABLES - 1.1- Environmental and Social Management Plan (ESMP) – Does the Site Plan refer to the ESMP of the Contractor's Construction Site?
R: Yes, however, ESMP must be done in advance and further refined with contractors
ESC 03: 4.0. EXPECTED DELIVERABLES - 1.2- Site Assessment – Literature review - As part of the Stakeholder Involvement Plan, we are requesting an indication of which institutions/parties will be involved in the process.
R: The key institutions are UNICEF, UTGSL, and INGA to follow the process closely.
ESC 04: 4.0. EXPECTED DELIVERABLES - 1.2- Site Assessment – Literature review - Still within the scope of the Stakeholder Involvement Plan, please inform us how many meetings are expected to meet the Involvement Plan.
R: UNICEF has initiated the stakeholder's involvement. The construction will require a meeting monthly to fully explain all processes additional meetings might be required.
ESC 05: 4.0. EXPECTED DELIVERABLES - 1.2- Site Assessment – Assessment of site characteristics - As part of the Assessment of site characteristics, is it intended that a detailed analysis of all 880 households be carried out?
R: Only the households from the pilot area 229.
ESC 06: 4.0. EXPECTED DELIVERABLES - 1.2- Site Assessment – Assessment of site characteristics - If the answer to ESC 05 is affirmative, please provide more details than is expected from the detailed analysis submitted. For example, should all houses be accessed internally for assessments and location of dependencies, should gray and black water interconnection locations be identified, etc.?
R: Yes, the houses must be assessed for the interconnection of gray and black water.
ESC 07: 4.0. EXPECTED DELIVERABLES - 1.2- Site Assessment – Assessment of sites for new construction – Should floor plans be drawn up for all 880 homes?
R: Yes, only for the pilot area 229 households.
ESC 08: 4.0. EXPECTED DELIVERABLES - 1.3- Design and Technical Documents - Engineering design for Simplified sewer network (including construction network, inspection boxes, and branches) – The project must include, with detailed information, the installations inside the residential lots (internal boxes) or must limit to the walls or boundaries of the lots, considering the elements to be installed on the sidewalks or roads?
R: Must include all the options shared on technical documents for an evaluation.
ESC 09: 4.0. EXPECTED DELIVERABLES - 1.3- Design and Technical Documents - Engineering design for Simplified sewer network (including construction network, inspection boxes, and branches) – The connection of household networks to the network located on sidewalks or roads will be the responsibility of the residents or will be taken care of within the scope of the contractor contract?
R: During the project, the connectivity is the responsibility of the contractor. Operation and maintenance is the responsibility of the residents.
ESC 10: 4.0. EXPECTED DELIVERABLES - 1.3- Design and Technical Documents - Engineering design for Simplified sewer network (including construction network, inspection boxes, and branches) – The simplified project must indicate standard Indoor solutions for the most varied conditions (case by case) or we can indicate standard projects intradomiciliary? Should the characteristics of the home (type of flooring, facade registration, name of the resident) also be included in this detail?
R: Must advise for both standard and case-by-case if needed. Yes, we must note the type of flooring and possible changes as required. This is important if houses do not have any prompt site connectivity for sanitation.
ESC 11: 4.0. EXPECTED DELIVERABLES - 1.3- Design and Technical Documents - Build the capacity of the Technical Unit for Sanitation Management of Luanda (UTGSL) – What is the expected time and how do you plan to carry out the UTGSL training?
R: During the preparation of the project all parts can learn from each other and UTGSL will be an integral part of the engineering and a facilitator with the Government. All parts are embarking on a new way of doing things in sanitation.
ESC 12: 4.0. EXPECTED DELIVERABLES - 1.3- Design and Technical Documents - Build the capacity of the Technical Unit for Sanitation Management of Luanda (UTGSL) – This stage is associated with which phase or payment tranche?
R: The process of capacity building starts from the onset of the project through the design and construction as it is a process of all parts involved due to the new approach to sanitation in Angola.
ESC 13: 4.0. EXPECTED DELIVERABLES - 1.3- Design and Technical Documents - Permitting and declaration – Who is responsible for obtaining licenses?
R: The project with local authorities will work for the licenses.
ESC 14: 7.0 ELIGIBILITY AND QUALIFICATIONS - 7.6 - Is it confirmed that it is possible to prepare Proposals exclusively in Portuguese?
R: Yes, we advise it to be in Portuguese.

Note: For the companies that did not participate on May 3, UNICEF extended invitations to all interested parties. Afterward, a clarification was provided on May 23. A final visit to the wastewater treatment site occurred on June 3. Respectfully, the companies that did not take part in the process are disqualified and will not be considered.
Due to the recent clarification on the submitted inquiries, we are considering a slight extension until June 17 at 23:59. If you have further questions, we are available for additional discussion via teams on June 14, 2024, between 09:00 and 10:00.
