Description
1. Background: The United Nations Office on Drugs and Crime (UNODC) in the republic of Haiti is executing a Global Maritime Crime Program in support of the Haitian National Police (HNP). As part of the support provided, UNODC intends to strengthen the capacity of the HNP, in particular, the Haitian Coast Guard (HCG), via the provision of certain tactical equipment, as well as body armour and ballistic protection equipment as generally described below. 2. Objective: Supply and Delivery of Tactical Equipment, as well as Personnal Ballistic Protection and Body Armor in support of the activities of UNODC in the Republic of Haiti. 3. Technical requirements: The required equipment may include the following: - Ballistic Helmets including shell assembly with certified ballistic protection (Level A-III); - Breakaway Night Vision Goggle (compatible with the helmets); - Counterweight (compatible with the helmets and to compensate for night vision or other front-mounted devices); - Picatinny Quick Release Rail Adapaters (compatible with the helmets); - Protective Helmet cover (compatible with the helmets); - Bungee Cord (compatible with the helmets); - Pivot Rail Mount (allowing mounting of goggles directly to the helmets); - Helmet Googles; - Gun Training Pistols (made of plastic polymer, inclusive of accessories); - Flashlight Combat Light/Single-Output Led; - Junctional Torniquet; - Training Torniquet; - Tactical Torniquet and Torniquet Holder; - Throw Bag with 75’ Rope; - Maverick Battle Belt; - Plate Carriers and Ballistic Plates (Level IV – with certified ballistic protection); - Patient Transfer Sheets; - Portable strobe lights with built-in water activation feature; - Convertible A/M Inflatable PFDs; - Trauma Bags - Retention Duty Holster (Level III); - Tri-Fold Agency Sets; - Waterproof Tactical Backpacks; - Rearming Kits, Auto/Manual; - Body Cams. The required equipment and goods should be delivered on the basis of DAP – Port Au Prince / Republic of Haiti (Incoterms 2020). 4. Bidders should note that, as part of the evaluation of offers, bidders may be required (mandatory) to demonstrate the following: - Compliance with the technical specifications / requirements of the solicitation documents; - Valid quality certification of the offered equipment, including ballistic valid ballistic certifications at the appropriate level (as applicable); - Be an authorized distributor or manufacturer of the offered equipment; - Past Experience in the supply and delivery of the offered equipment; - Compliance with the required delivery terms; Interested vendors should note that the requirements and complete technical specifications will be found within the invitation to bid document (ITB). This document will include complete instructions for the submission of bids, specifications, and all technical documents to fully demonstrate the scope of the requirement and the delivery of the items to be provided.
