Description
1. The UN Procurement Division is seeking expressions of interest from qualified manufacturers or their authorized distributor for the supply and delivery of Rapid Intervention Vehicles (RIV) of the following categories for aircraft rescue intened to meet ICAO's Aerodrome Category 3 and Category 5+ requirements, and trailer-mounted Compressed Air Foam System (CAFS) for RIV Category 3, including the provision of spare parts and ancillary services to the United Nations Field Missions in the Middle East, the Balkans, Africa, the Caribbean and Europe. Vendors may supply any or all of the categories of the required RIVs. 2. The UN expects the successful vendor to supply brand new RIVs and CAFS, including after-sales support services (e.g. spare parts, warranty, tools, training, etc.) throughout the whole life cycle of the vehicles. The resulting contract(s) will be on "as and when" required basis and will be for an initial period of three (3) years with option to extend at the UN's discretion for two (2) additional periods of one (1) year each. After-sales service support shall be provided by the contractor(s) for the entire life-cycle of the vehicles, estimated to be ten (10) years, irrespective of any future changes to vehicle supplier(s). 3. Please note that this Request for Expression of Interest is not for refurbished vehicles, and neither is it for traders, brokers, or grey market dealers. 4. It is the United Nations preference to directly enter into a contract(s) with vehicle and/or equipment manufacturers. However, should the manufacturer appoint its authorized distributor to respond to the upcoming bidding exercise and to enter into a contract with the UN, any resulting contract must be co-signed by the manufacturer jointly with the distributor, hence guaranteeing for their selected distributor’s performance of the contract. 5. Similarly, should a distributor who is not a manufacturer want to participate in the upcoming bidding exercise, such distributor must provide evidence that the manufacture agrees to jointly co-sign any resulting contract(s). 6. Furthermore, any vehicle manufacturer not participating directly in the upcoming bidding exercise may nominate only one distributor to perform any resulting contract(s) who is able to fulfill multiple orders from several UN field missions and UN Entities worldwide. 7. During the upcoming bidding exercise an authorized distributor must provide an endorsement letter from the manufacturer to: (a) state that the manufacturer accepts to co-sign a contract, in case of award to their nominated distributor, and (b) indicate the required category of RIVs a nominated distributor is authorized to offer and supply. 8. Such endorsement must be provided by the manufacture on its letterhead, must have address and contact details of the manufacturer and must be signed by the authorized representative of the manufacturer.
