Brief Scope of Work for ICC Headquarters Fixed Telephony and Voice over IP Services with Microsoft 365 MS Teams Integration

 

Background

The ICC is in the process to migrate (continue) its present VoIP infrastructure to a new provider. Since year 2017 the ICC has received VoIP service at its new premises in Oude Waalsdorperweg 10, 2597 AK, The Hague , Netherlands

 

Objective

The International Criminal Court (ICC) seeks a competitive bid offering coupled with a functional Proof of Concept (POC) or extensive demo from a reliable vendor / partner to provide PSTN connectivity, and either outsource CUCM solution or replace it with MS Team phone system, while fulfilling all existing functional and non-functional requirements.

 

The Court’s primary objective is to implement a sustainable, efficient, and cost-effective telephony, and Voice over IP solution integrated with Microsoft 365’s MS Teams resulting in a significant improvement in time and effort to onboard and offboard users, and place telephone and video conference calls, whilst still maintaining compliancy with the Court’s security policies and data confidentiality. The new solution will replace the current on premises CUCM infrastructure, migrate the dataset containing the phone numbers and groups currently in use, and integrate with Microsoft 365 cloud services.

 

The new solution must be configured to demand a reduced learning curve and the ability to enable users to resume their work with the minimum lead-time.

Scope

The scope of work will  provide the requirements for the delivery of a multi-year contract for provisioning of voice over IP (VoIP) services to the International Criminal Court, consisting of :

  • Bid A: Provide PSTN connectivity to court’s existing number ranges, via redundant SIP connections;
  • Bid B: Provision of outsourced PBX functionalities comparable with Cisco Unified Communication Manager (CUCM) infrastructure, to replace existing on-premises Cisco CUCM; and integrate with Microsoft Teams.
  • Bid C: Replace existing on-premises CUCM with Microsoft Team while using PSTN connectivity as per Bid A.

The Court’s strong preference is for a solution combining Bid A and Bid C, but all suggested combination offers will be duly considered. The Court reserves the right to split award fulfilment of different parts of this tender  to separate vendors.
