APW - Technical Assistance and Events Management for the Launch of the Philippine Integrated Cancer Control Strategic Framework 2024-2030
1. BACKGROUND
Noncommunicable diseases (NCDs), which include cardiovascular diseases, cancer, diabetes, chronic respiratory disease, and their risk factors continue to be a major cause of disease burden in the Philippines and are collectively responsible for almost 70% of all deaths in the country. According to the Philippine Statistics Authority in 2020, cancer is the second leading cause of death among Filipinos, next to cardiovascular diseases. Acknowledging the significant and growing burden of cancer on public health and socioeconomic development of the country, there is an urgent need for a comprehensive, evidence-based, and multi-sectoral approach to reduce the Philippine’s NCD and cancer burden.
In 2019, the Philippines passed two foundational legislations – the (1) National Integrated Cancer Control Act (Republic Act 11215), which aims to address cancer in adults, adolescents, and children as a public health and economic burden among Filipinos by improving health outcomes through equitable access across the cancer care continuum and reducing financial hardship for cancer patients and survivors; (2) the Universal Health Care Act (Republic Act No 11223) which provides progressive reforms to ensure that every Filipino has access to affordable, quality and readily available health services to meet their needs.
While health outcomes in the Philippines have significantly improved through many significant health reforms over the past years, progress has often not met expectations. Key targets in the 2017-2022 National Objectives for Health are unmet, particularly for NCDs. Therefore, greater focus is needed to achieve the target of a relative reduction of premature mortalities by 25%. The National Integrated Cancer Control Council and the Department of Health, with support from the World Health Organization Philippines, has developed the Philippine Integrated Cancer Control Strategic Plan 2024-2028 that aims to speed up progress towards national cancer targets and commitments, anchored on the Universal Health Care Law implementation in the country.
The launch of the Philippine Integrated Cancer Control Strategic Framework 2024-2028 on February 15-16, 2024, aspires to encourage the participation of all cancer stakeholders in various government and non-government institutions. This strategy will reinforce alliance with all concerned stakeholders in championing the Cancer Control Strategic Plan. This strategic framework will help strengthen the roles of all stakeholders in implementing the country’s cancer control program.
With this, the DOH has requested the WHO Philippines to facilitate the conduct of the launching event, including but not limited to, the creation of an audio-visual presentation for the accomplishment report of the NICCA over the last five years, creatives and graphics, talent/host, equipment, and reproduction of event materials including collaterals) on February 15-16, 2024, in Davao City.
2. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The overall goal of the institutional contractual partner is to conceptualize, manage, coordinate, and document the Launch of the Philippine Integrated Cancer Control Strategic Framework 2024-2030. The selected contractual partner will work in close coordination with the Department of Health – Disease Prevention and Control Bureau, Cancer Control Division, and the WHO Philippines NCD unit.
3. DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: Approved Inception Report
Deliverable 1.1: A detailed plan of action on how to conduct the project. The report should include the following, but not limited to, objectives, the significance of the project, implementation framework, methodology, target participants, execution strategies, and preparation of creative materials, among others. The inception report should also include a project management plan.
Deliverable 1.2: GANTT Chart with expected outputs and deliverables
4. METHODS TO CARRY OUT THE ACTIVITY
- The institutional contractual partner shall operate under the guidance of WHO Philippines and the DOH DPCB – Cancer Control Division (DPCB-CCD) throughout the engagement.
- The institutional contractual partner shall regularly update WHO Philippines and DPCB-CCD on the progress of work.
- The WHO Philippines and DOH DPCB – CCD shall have the prerogative to call for a meeting anytime as warranted. The institutional contractual partner shall likewise make the same request as deemed necessary.
- The WHO Philippines and DOH DPCB – CCD shall have primary responsibility for the review and acceptance of the project deliverables
Inputs
The Technical / Medical Officer indicates the contribution that the beneficiary will make to produce the Outputs.
5. QUALIFICATIONS & COMPETENCIES
TECHNICAL SKILLS & KNOWLEDGE
Essential:
- Strong background in events management
- Strong background in communication, health promotion, and multimedia production
- Strong planning skills and the ability to work under pressure
Desirable:
- With excellent facilitation and coordination skills
- Expertise in video production, including field coverage and editing
- Excellent writing skills, especially feature stories
LANGUAGES
With excellent verbal and written communication skills in English and Filipino

• Must not have a direct or indirect interest in the tobacco, alcohol, or breastmilk substitute industries.
• Able to adapt to relevant and reasonable project demands and submit deliverables within timelines
