New clarification added: Question 10: Under the key objectives in page #6 it is mentioned: “TPMA needs to assess the impact and perceived benefits of fuel supplied and distributed to targeted 35 Local Water and Sanitation Corporations (LWSC) in Yemen.”Under Calculation of visits for Monitoring Fuel Delivery and Consumption page #11: “The minimum number of visits to monitor fuel delivery to all LWSCs is 70 visits per month or more based on the TPM assessment”.- This is understood (2 TPM visits/month to the targeted 35 LWSCs.Answer: Monitoring Fuel Delivery (70 LWSC) site: 70 visits per month because there is an estimation of 70 deliveries per month.Needed visits are stated in the TOR, Please refer to TOR Monitoring Fuel Consumption and water Pumping Productivity site: 398 visits per month.Needed visits are stated in the TOR, Please refer to TOR Monitoring Water Trucking site: 126 visits per month. Needed visits are stated in the TOR, Please refer to TOR Under PROJECT DESCRIPTION - In Component 2 (page # 5) it is mentioned “The AF2 will continue to support emergency fuel provision to water and sanitation facilities under 34 /branch LWSCs, emergency water trucking provision to 126 health facilities (urban, pre-urban and rural areas).” WhileAndIn the provided “Annex1: Name of LWSCs and Location” only 34 (LWSCs) are listed, Please clarify?Answer:The TOR states two Different Scope of work and two different objectives:1- Fuel Delivery and Consumption Monitoring: Fuel delivery will be to 34 Local Water Cooperations, Fuel Consumption will be to 643 water wells and pumping stations.2- Water trucking to health facilities Monitoring: Water trucking will be provided to 126 health facilitiesActivity One is different than Activity two, Please refer to TOR for more explanation.

New clarification added: Question 9: 1- ( Meet with beneficiaries to get feedback on the availability of the services.), How many beneficiaries or households should be interviewed per site?Answer: In regards to Fuel, Household will be visited after each fuel delivery to measure the fuel consumption and how it benefited the Households. Number of house holds is to be determined but, TPM has to interview all households and families who benefited from the 643 wells/pumping stations and sewage station and they are connected to the water wells. Estimation might be 5-6 Household per each well (643 wells)2- (Collect the number of beneficiaries who benefitted from water trucking), Is there an available date with UNOPS regarding the number of beneficiaries per site? Or TPMA should collect the number of beneficiaries per site. if TPMA is responsible for collecting that based on a key informative interview or by counting the beneficiaries per house.Answer: If this question is related to water trucking to health facilities. TPM should collect the data from the health facilities whom benefitted from water trucking

New clarification added: Question 8: On page 9: " Preparatory Work: Pre- Fuel Provision activity started: During the first visit of the TPMA, the information on “Technical specifications of Water and Sanitation Facilities” will be verified and collected to ensure sufficient baseline data are available for technical conclusions. It will only happen once during the contracting period except in case of any change on the above information for example change in the fuel tank capacity, red-flag issues are being raised etc. "What is the number of sites that will be assessed at the beginning of this project?Answer: 35 Local and Water Cooperation Institutions of which the Fuel will be delivered to.

New clarification added: Question 5: We have the following few inquiries: 1- Please confirm if the intervention duration is indeed 36 months, as this is crucial for accurately finalizing the price schedule to prevent overestimation or underestimation.Answer: It is 12 months, The TOR states that the assignment is from Jan 2024 to Dec 20242- In relation to fuel delivery and consumption, the Terms of Reference (ToR) mention an average of 398 visits to 643 locations monthly, including interviews with beneficiaries. Could you clarify what exactly is meant by a 'beneficiary visit'? Specifically, how many beneficiaries are expected to be covered per visit?Answer:All the House-Holds and families who benefited from the 643 wells/pumping stations and sewage station and they are connected to the water wells3- The ToR outlines 126 monthly visits for drinking water trucking, suggesting multiple water deliveries to each facility each month. Could you confirm our understanding that one visit per month to each facility for water delivery (totaling 126 monthly visits) is sufficient for verifying the required indicators set in the ToR? Additionally, will a desk review of the delivery records be an acceptable method to verify the total quantity of water delivered to each healthcare facility?Answer: There are 126 Health facilities and the water trucking deliveries are once per month to the 126 HFs. Total visits are 126 to 126 health facilities. Desk review is not enough, TPM firm must visit the site during water trucking delivery.Please refer to TOR4- The ToR mentions the need to verify water sources for quality compliance in the context of water trucking. For an accurate estimation, do you have any estimates of the water sources intended for loading the drinking water supply?Answer:There are 126 Health facilities and the water trucking deliveries are once per month to the 126 HFs. Total visits are 126 to 126 health facilities. Desk review is not enough, TPM firm must visit the site during water trucking delivery.5- Is it a part of our responsibilities to accompany the fuel truck from and to the location of the institution?Answer:TPM job is to coordinate with the truck driver on the exact date and time of delivering the fuel, then TPM must (is obligated) exist physically during the off-loading of each truck to the institution. 6- How many water wells and pumping stations are under each of the targeted institutions?Answer: Total are 643 water wells and pumping stations. New clarification added: Question 3: It is mentioned in the ToR that "Number of Visits for Fuel Consumption and water Pumping Productivity, the average number of visits to monitor fuel consumption and pumping productivity is 398 visits to 643 locations (wells and Pumping stations\ Sewage stations) on a monthly basis this includes the interviews with beneficiaries".Could you please clarify whether these 398 visits are intended to cover all 643 locations, or if they just a monthly average represent for the 643 locations?Answer: The 398 visits cover the 643 locations as some of the water wells are near each other and in the same field. And the 398 visits for fuel consumption must be done on a monthly basis.Question 4: This is a kind reminder for the below request to extend the submission deadline.Answer: Extension has been published.

New clarification added: Question 1: The following is our query for the Third-Party Monitoring of Fuel Distribution and Usage for the WASH Programme (Water Trucking and Fuel Provision)- Ref No: RFQ/2023/49967 : • In pg. 7: please clarify who are the Beneficiaries’ satisfaction surveys will be carried out after planned outputs are delivered to assess and evaluate beneficiaries’ perception of achieved benefits and results.Answer: All the House-Holds and families who benefited from the 643 wells/pumping stations and sewage station and they are connected to the water wells• In Pg. 7: "Monitor water availability at household level and the improvement of sanitation services." Will households be visited? If so, how many households will be visited per site? Answer: Yes, Household will be visited after each fuel delivery to measure the fuel consumption and how it benefited the Households. Number of house holds is to be determined but, TPM has to interview all households and families who benefited from the 643 wells/pumping stations and sewage station and they are connected to the water wells• In pg. 8: What instruments are used to test the quality of water or do we depend on general observation Answer: Our Implementing partners and suppliers will show you how to test the quality of water. No general observations.• In pg. 11: Who are the beneficiaries that are mentioned and where are we going to interview them “Meet with beneficiaries to get feedback on the availability of the services as per OP, log sheets of the fuel and generator consumption rate with operating hours.”Answer: All the House-Holds and families who benefited from the 643 wells/pumping stations and sewage station and they are connected to the water wells and pumping stationsQuestion 2: In Pg 11 the Verification of Community Engagement what type of GRM will be used is it the UNOPS hotline or complaint box, and who is the focal point for this mechanism to provide TPM data? or TPM, please clarify?Answer: UNOPS GRM and IPs GRM hotline numbers. TPM will verify if there is GRM signs in the fuel delivery points or not.
