New clarification added: Dear Sirs, Please find below the response to the question received.[Question 01] This request seems like a retender. Kindly clarify why previous tender was not awarded for our consideration? This will assist us to consider whether to participate or not?[Answer 01] In accordance with the UNOPS Procurement Manual, 6.6.5 Cancellation of the solicitation process, the preceding process, which shared a similar scope, has been formally canceled. This decision was prompted by the need for substantial revisions to meet updated requirements in the solicitation documents.The tenders are distinct. The performance in any process other than the present one does not impact participation in this specific tender.All relevant information for suppliers to quote their most responsive offer are settled in the ITB document and its related attachments. Quotations shall be evaluated to determine the lowest price, substantially compliant offer.[Question 02] RFQ document does not request price for LOT 4. However Financial Tab requested price for LOT 4. Also the document Tab requested document for LOT 4?[Answer 02] The quotation request for this process exclusively covers lots 1, 2, and 3, as detailed in Sections II and III, available in the "Documents" and General and Particulars tabs. Information regarding LOT 4 will be excluded from the platform, and all bidders will be informed shortly. Kindly note that the solicitation of quotations for ITB/2023/49612 is limited to the following lots:● Lot 1: Stationary batteries to Kiribati● Lot 2: Stationary batteries to Tuvalu● Lot 3: Stationary batteries to Tonga[Question 03] We provided the same batteries to UNOPS Suriname before. After our checking, there are no direct sea ships to those 3 destination within 60 days, but there are air shipping, it will take only 3-5 days. So we are wondering if we can ship the batteries to the airport only and you arrange the customs clearance and pick up from local airport? Because these three places do not have our own agents there.[Answer 03] Customs clearance at origin and at destination, as well as any fees, taxes and/or costs incurred due to delay in customs clearance, will be the responsibility of the bidder. The bidder must send the quotation based on incoterm DDP and calculate all costs related to the delivery to the final indicated address in the tender documents and the cost of customs clearance.All relevant information for suppliers to quote their most responsive offer are settled in the ITB document and its related attachments. Quotations shall be evaluated to determine the lowest price substantially compliant offer.[Question 04] Please advise preferred mode of shipment. Is air freight a preferred mode?The transit times by sea to Kiribati, Tuvalu and Tonga are not always the same as shipping line tend to change/ postpone vessels based on available cargo to these Island countries. There are chances for immense delays if carriers delay the vessel to meet the 60 days lead time. Please advise if airfreight is a preferred mode for shipment which will allow us to meet the lead time of 60 days.[Answer 04] There is no specified preferred mode of shipment. Bidders must consider that quotations will be assessed based on determining the lowest price for the substantially compliant offer within the provided delivery time outlined in Section II (60 days). New amendment added #1: AMENDMENT 01 TO ITB/2023/49612 PROCESSInterested bidders must take into consideration the following changes to the above-mentioned process. The following modifications apply:(1) IN THE "VENDOR SUBMISSION - LOTS" SECTION/TAB OF THE ESOURCING PLATFORM:The exclusion of "Lot 4 - Chlorine tablets for Water Purifiers (delivery in Lebanon)" is confirmed, as already indicated in Sections II and III, available in the "Documents" tab and the General and Particulars tab."With the exception of the modifications outlined in this communication, all other sections, conditions, and information in the ITB/2023/49612 remain unchanged.
