New clarification added: Questions from bidders: Please Provide Parcel and Block Number for Proposed Project Land.· The Design shall be developed within a slightly short period, (11 calendar weeks), is this period includes the official firms approvals? as Civil Defense, MEHE,...etc .· Please Clarify the Professional Indemnity Period of liability and limit of accident?· How Many days the Quotations/Proposals Shall be valid?· The Other Insurances Covers the Design Period, what about the construction Phase Insurances, is it included.· What is the Estimated Period of construction Phase?· The Municipality License fees is not included, please confirm that the water , Wastewater and Electricity Service Provider fees is not included, noting that these fees could not be determined at this stage until the design is developed.· How Many Site Visits are estimated to be carried out by the Design firm staff during Construction Phase?. Is the required consulting services during construction phase considered as “Upper Supervision”? New amendment added #4: Dear Sir,Please find below Amendment No.4 which is UNOPS reply to potential bidders clarifications:-Q1.Please Provide Parcel and Block Number for Proposed Project Land?UNOPS Reply: The Parcel and Block Number Details will be shared later with the Awarded Bidder.Q2. The Design shall be developed within a slightly short period, (11 calendar weeks), is this period includes the official firms approvals? as Civil Defense, MEHE,...etc?UNOPS Reply: The Designer is requested to follow up with all related departments and fully develop the design in line with stakeholders comments and requirements within the period of 13 Calendar Weeks. Afterwards, an additional one calendar month shall be allocated for the finalization and response of design review, Issuance of design review certificate, Issuance of Construction Permit as per the local rules and regulationsQ3. Please Clarify the Professional Indemnity Period of liability and limit of accident?UNOPS Reply: The Designer is Liable for the produced design throughout the life cycle of the Project, Designers are referred to Section 9.1.2 (b): Professional indemnity insurance: against any liability of the Consultant (and its Sub-consultant) as a result of any negligent act, error or omission in providing the Services; including the costs of redesign, reconstruction, rectification or any other liability the Consultant may have to the Employer as a result of such negligent act, error or omission. The insured parties shall be the Consultant and its Sub-consultant undertaking professional activities; Period of Professional Indemnity Insurance shall start from the Contract Effective date until the completion of the construction project. (total expected duration of the PI Insurance Period not less than 36 months) Construction Phase + Defects Notifcation Period.In terms of limit for professional Indemnity Insurance, it is the value of the services as the limit of liability and have it set up within a Professional Indemnity Insurance policyQ4. How Many days the Quotations/Proposals Shall be valid? UNOPS Reply: 60 Calendar days.Q.5 The Other Insurances Covers the Design Period, what about the construction Phase Insurances, is it included.UNOPS Reply: For the other Insurances the Designer to refer to Section 3.9 Insurance RequirementsQ6.What is the Estimated Period of construction Phase? UNOPS Reply: 24 Calendar MonthsQ7. The Municipality License fees is not included, please confirm that the water , Wastewater and Electricity Service Provider fees is not included, noting that these fees could not be determined at this stage until the design is developed.UNOPS Reply: The consultant is resposible to issue the project license/permit as per the local rules and regulations, and MoE ordinances (such as Engineering Association fees), excluding the Municipality License Fees, water , Wastewater and Electricity Service Provider fees.Q8. How Many Site Visits are estimated to be carried out by the Design firm staff during Construction Phase?. Is the required consulting services during construction phase considered as “Upper Supervision”? Please Clarify.UNOPS Reply: The estimated site visits by the designer (not the all the design firm staff) during the construction phase shall be around 24 visits distributed throughout the construction phase as requested by UNOPS. UNOPS is not requesting (Upper Supervision) under this assignmnet. The designer is also reminded with item 2 (j) in the ToR regarding the response to Technical Queries during the construction period.Q9. Can you please clarify when the 20% of the contrcat price will be paid ? is it on monthly basis or at the end of the constrcution?UNOPS Reply: The last 20% of the Contract Price (For the Site visits and Office Support) will be distributed throughout the Construction Period, on a monthly basis, with the amounts based on the provided services.All other terms, conditions, and technical specifications of the original RFQ shall remain the same.Best Regards,UNOPS JRS Office
