New clarification added: Question 7: We request you to extend the project deadline as it takes much time to complete the project.Answer 7: This project is under the emergency response, we need quick delivery of the ICU beds, therefore we are unable to extend the deadline of bid submission. Regarding the project deadline (delivery timelines) You can propose your own delivery timelines. If all bidders could not meet the mentioned delivery timelines then UNOPS can select the bidder who’s price and delivery offer the best value of time and money. Question 8: This question includes the following three parts. 8.1. It is requested to only allow USA/Europe/Japan origin based OEMs as FDA/CE/MHLW quality certification has been demanded. It is impossible especially for Local/Chinese manufacturers to meet the quality standards of USA/European/Japanese products. Therefore, in order to ensure that good quality equipment are procured for the welfare of patients only USA/Europe/Japan origin based OEMs shall be allowed.Answer 8.1: This tender is not restricted to any particular brand or country. Any product that meets the specifications mentioned in the tender is technically acceptable. However please note that the specifications mentioned in the tender are the “UNOPS minimum technical requirements” you can still offer a product that exceeds these minimum technical requirements. Question 8.2. It is requested to guide if there is any mechanism for recalling our submitted bids if we submit bids a few hours or days before the submission deadline.Answer 8.2: At any time before the submission deadline you may withdraw a response that you have already submitted. You can update the bid and then re-submit. Please refer to section “4.5.3 Withdraw a vendor response” on page # 38 of the vendor guide documents available on the following link. https://esourcing.unops.org/#/Help/Guides This link is also provided in the tender as well under the General Tab to help vendors in similar issues. Question 8.3. It is requested to confirm if it is essential to upload all documents required at the portal even if any required document is not relevant to us. Could we still submit the bid if we leave any document attachment empty?Answer 8.3: Yes all documents mentioned under the Checklist tab are mandatory for bid submission. The system will not allow you to submit the bid if any of these documents are not uploaded. Therefore we request you to kindly submit the complete set of form we requested in the tender. Question 9: Request; Sir in the instant procurement case, it is seen that different vendors are trying to delay the procurement process by requesting extension again and again. The bid submission date has already been extended 2 times. Our company participated in the first instance, and also now new offer is submitted online. Please do not extend the date any further, in order to make have positive result of all effort by UNOPS as per procurement is required on emergency basis. Answer 9: The project is under the emergency response therefore as of today, UNOPS has no intention to extend the deadline of bid submission further. We request all vendors to submit their bids before the mentioned deadline. Question 10: I have a couple of clarifications I would like to seek from you before proceeding further. Firstly, the tender documentation does not specify the country of origin. Considering this, I wanted to confirm whether it is permissible to quote a local brand for the ICU beds. We have a reputable local brand that offers high-quality products, and we believe they will meet your requirements effectively.Secondly, in light of the absence of the country of origin information, would it be acceptable if we provide you with two options for the ICU beds? We can quote one option featuring our reliable local brand and another option comprising an imported brand that meets international standards. Providing both alternatives will ensure flexibility and cater to your preferences accordingly.Answer 10: Please note that we are not concerned with the country of origin, any product that meets or exceeds the minimum specifications mentioned in the tender documents is acceptable to UNOPS. 2ndly please note that in this tender Alternate Bids are not allowed. If your offered product comply with the mentioned minimum technical requirements, there is no need to offer any other alternate product.

New clarification added: Question 1: One question regarding the installation and training for this project: Is onsite installation and training mandatory or online training and guidance would be accepted as well?Answer 1: Please refer to the specifications mentioned in the RFQ. It does not state anything related to the Training. You can propose any mode of training from your side. However Installation is the responsibility of the responsibility of the supplier

New clarification added: Question 2: we hope to know the validity period of the performance guarantee form, as the warranty period is at least 5 years, hope your prompt response.Answer 2: The performance guarantee shall be valid until the delivery and installation date of the ICU beds in the hospital. Not the warranty period. Question 3: Please confirm if the FCA price include cost of installation?Answer 3: Yes please include the cost of installation in your FCA price.Question 4: WHAT IS THE FORM OF PAYMENT AFTER THE PURCHASE CONTRACT DATE?Answer 4: UNOPS will transfer the payment in the vendor's account through electronic funds transfer (EFT) within 30 days after the installaiton and acceptence of ICU Beds in the hospital. If the supplier offer discount for early payment, then UNOPS may process the payment earlier. But the supplier has to explain the formulation of discount as mentioned in the Form B: Price Schedule FormQuestion 5: OUR BEDS ARE ASSEMBLED, YOU ONLY HAVE TO PLACE THE ENDS (HEAD AND FOOT), IS IT NECESSARY TO SEND A TECHNICIAN IF WE PROVIDE YOU WITH ALL THE NECESSARY INSTALLATION AND OPERATION MANUALS?Answer 5: If the beds mechanism is so simple then no need to send your technical staff. But in case if the end user hospital is unable to install your beds then yes you shall send a technical person to help the hospital staff in installation of the bids.Question 6: TAKING INTO ACCOUNT THE SHORT TIME FOR THE PRESENTATION OF THE OFFER, WE REQUEST AN EXTENSION TO DO SOAnswer 6: This project is under the emergency response and we need to deliver the ICU beds on an urgent basis, therefore we may not be able to extend this tender. We request you to please submit your beds before the deadline of bid submission mentioned in the tender. In case if the tender is extended then you will receive a notification of amendment. But please note that, as of today, we don't have any intention to extend the tender.
