SHORT TITLE OF ASSIGNMENT

Digitalizing the Media and children’s rights Guide including the infodemic modules

 

 

BACKGROUND

 

 

With a population of 94 million, children in Egypt comprise 38% of the total population, 28% of the population suffers from extreme poverty, and 31% of adults, media plays a critical role in the promotion of social change and behaviors. Its role is vital to support the empowerment of children across society, especially under privileged children, and children with special needs, as well as to build a protective environment to allow them developing their full potential in life. The National Council for Childhood and Motherhood (NCCM), Supreme Council for Media Regulation (SCMR) and the United Nations Children’s Fund (UNICEF) are joining forces to capacitate media professionals to inform and promote children's rights in line with the United Nations

 

Convention on the Rights of the Child and the Supreme Council for Media Regulation’s Code of Conduct for Media and Children, and in accordance with the national sustainable development strategy: Egypt’s Vision

 

2030.

 

 

OBJECTIVE

 

The objective of this assignment is to digitalize the Media and Children’s Rights Guide developed by the SCMR in partnership with NCCM and with the technical support of UNICEF. The assignment will entail:

 

  1. Translate the guide into a digital learning experience including defining learning objective, instructional design and learning assessments modules.

 

  1. Produce multimedia content to complement the learning experience.

 

 

METHODOLOGY

 

 

The digital training will be available on Internet of Good Things Digital Platform in the section dedicated to

 

media professionals. The Internet of Good Things (IoGT) is a UNICEF-led software helping to bridge the digital divide and build knowledge societies, refer to http://www.goodinternet.org for more details. IoGT is an open-source global digital good (GitHub source code) aimed at delivering feature-rich websites in formats consumable on low-end mobile devices or feature phones –button-based phones a small display and built-in browser. A template IoGT site is available at https://www.internetofgoodthings.org. IoGT is active in 36 countries and often available free of data charges through 9 mobile network operator partnerships and Meta Free Basics. More than 18 million users have accessed IoGT-enabled sites since launch in 2015

 

 

The digital course will be self-placed and will be linked to in-person learning opportunities offered by NCCM and SCMR.

 

The training content will follow the Media and Children’s Rights Guide content structure with the addition of the infodemic module as follow:

 

Module 1: Code guiding principles, and an overview of course topics and questions

 

Module 2: Minimum Standards

 

Module 3: Children as Media Consumers

 

Module 4: Children as Media Subjects

 

Module 5: Children as Content Producers

The digital training and will offer the possibility to be tested and to receive a certificate. By the end of the course media professionals will be tasked with completing an assignment. That is aired or published by their media organization that they are affiliated to.

 

 

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

 

 

UNICEF is seeking a consultancy firm to manage the digitalization of the Media and Children Guide including the infodemic modules.

 

The selected company will be tasked to:

 

  1. Develop learning objectives and related content based on the existing Media and Children Guide
  2. Develop the instructional design in close coordination with the subject matter expert provided by

UNICEF

 

  1. Design activities for each module which best support the learning goals. The instructional designer should consider the best format or method to present the content in each module and for every activity to ensure the maximum rate of engagement, this can be done using some of the following:

 

  • Various exercises which engage the participant and reinforce the learning

 

  • Practical assignments that the participant must complete during the course

 

  • Pre-assessments and post-assessments

 

  1. Design and produce interactive mechanisms such as quizzes, information nuggets, and case studies to enhance the learning experience as well as improve the interaction with users

 

  1. Identify and use a programming language that enables different delivery modalities (offline and online) and guarantee that courses design should be supported by all kinds of web browsers
  2. Provide all files in the needed format needed for hosting the courses on LMS

 

  1. The courses design should follow UNICEF Accessibility Standards based on WCAG 2.0 AA. (See Annex3 with UNICEF relevant standards)

 

  1. Develop content using the following formats:

 

Video formats: MP4, 3GP, 3G2, 3GP2, AVI, MEPG, MPG, WMV, VOB, MKV, FLV, DV, TS, ASF, M4V,

 

MOV

 

Audio formats: MP3 & OGG

 

Other formats: PDF, PPT, PPTX, DOCX, HTML5, EPUB

 

  1. Support the pre-testing of the digitalized training and amend the final version accordingly

 

  1. Offer technical support to manage system glitches

CONDITIONS OF WORK

 

The selected Institutional Consultancy firm will be working under direct supervision of UNICEF staff in close coordination with SCMR. Throughout the design and implementation phase, the consultancy will produce monthly progress reports. Once the platform is activated and the course is accessible by media professionals, the consultancy will offer weekly reports on Module’s accessibility, completion, and forum discussions.
