International Public Tender Advertisement Tender nr: 3\I\P\2012 Tender Name: Printing and Transportation of Final Voters List and Polling Forms for Governorate Council Elections 2013, Iraq The Independent High Electoral Commission of Iraq (IHEC), invites all the interested qualified and specialized companies in security printing, to participate in the tender for provision of the electoral goods and services provided below according to the DDP Incoterms: 1. Printing, Packing and Batching of the Final Voters List 2. Printing, Packing and Batching of different Polling Forms 3. Transportation Services for all the above. Partial bids are not permitted. The Bidder may only apply for the complete package. Tender Documents and Specifications: Tender documents and specifications can be obtained from the IHEC Tenders and Contracts Department upon payment of amount of 500,000 Iraqi Dinars. The bidder who do not have a representative in Iraq, can also receive the tender documents by email provided that they transfer the mentioned amount to the IHEC Bank Account (Iraq Trade Bank) and provide by email a proof of payment (bank transfer order) to IHEC. For more information, visit the IHEC website indicated below. Timetable and Provisions: 1. The bids must be submitted by the bidding companies to IHEC Office as per the IHEC address listed below in the sealed and stamped envelope no later than, 7 January 2013, at 1:00 PM, Baghdad time. Any bids sent after the deadline will be rejected. 2. The entrance to the IHEC Building requires prior permit. The bidders receiving or submitting the bids through their authorized representative, must provide the IHEC Tenders and Contract Department with the contact details of the authorized representative 24 hours prior to the visit in IHEC. The IHEC Tenders and Contract Department will provide the authorized representative with formal permit to access the IHEC building. 3. The bids cannot be submitted by email, fax or any other internet route. Any bids submitted via email, fax or the internet route will be rejected. 4. The bids can be delivered via registered mail (TNT, DHL, FEDEX or any other registered mail provider) provided they are received in IHEC Contracts and Tender Department on or before the closing date stated above. 5. The IHEC Bids Opening Committee will open all the bids publicly and in the presence of bidders or their authorized representative who chooses to attend on, 7 January 2013, at 1:00 PM, Baghdad time. 6. The IHEC Bids Evaluation and Awarding Committee shall analyze all the bids in the closed session. The contract will be awarded to the most responsive and technically qualified bidder in line with criteria set forth in the bidding documents and overall Government of Iraq Public Contract Regulations no 1-2008. The bidders shall be notified for the results thereafter. 7. IHEC is not obliged to accept the lowest price offers, if the offer is not considered technically responsive, if not in line with the bid terms and conditions and if not in line with the Iraq, Government of Iraq Public Contract Regulations no 1-2008. 8. The awarded company shall bear the tender advertisement fees.
