New clarification added: QUESTIONIn the Terms of Reference under "Task 3. Governmental consultations", it is stated that the contractor is responsible for "Ensuring coordination with the Event Management team". What does this entail? Will the Event Management team make the arrangements for the meeting venue, catering, etc., or is this done by the contractor? Should we include such costs in our budget and Form C: Financial Proposal Form?We understand from previous questions that bidders do not need to include the travel costs for the delegates. Therefore, we will not include delegates' travel costs in Form C: Financial Proposal Form. Please advise if this is a correct interpretation.ANSWERAn event management entity will be assigned to provide logistic support to consultations/workshops. They will ensure venue, catering relatated support. Selected bidders need to keep coordination with them.but no budget is required from the bidder's side.Travels for deligates will be arranged by the event management/UNOPS. Hence, no need to include in the financial proposal form

New clarification added: QUESTIONClause 9: Intellectual Property (IP) rights – UNOPS will own all IP rights (including “know how”) generated during the projectClarification: We request this clause is amended to allow us to reuse know how that we develop during this project for our future work.ANSWERUNOPS is not able to accommodate the change of texts in the contract regarding the IP rights. In case bidder cannot agree to this clause, please indicate this in your submission

New clarification added: QUESTION : Clause 5: Indemnification - unlimited liability for acts/omissions, or copyright infringement.Clarification: We request that liability be limited to the value of the contract. If liability cannot be limited please advise which insurance companies UNOPS recognize that will fulfil this clause. Note that during our scan we have not identified any insurance companies that will cover for such an open ended clause.ANSWER : UNOPS is not able to accommodate the change of texts in the contract regarding liability

New clarification added: 1. Question: Are the communication and dissemination products expected to be developed entirely by us or will an external agency be onboarded by UNOPS for the same? If videos / social media posts are to be developed, how many of these shall we consider for our financial costing purposes?Answer: Please refer to Task 4 and the section for Deliverable and Timeline in the ToR. Since the communication products are relevant to the assignment, it is expected that the selected contractor will develop any necessary communication products. The number of communication products depends on the proposed methodology of the selected contractor.2. Question : What are the travel requirements of this project?Answer: Travel related information is provided in Section 8 of the ToR. Based on the contractor’s methodology, additional travel can be proposed with justification.3. Question :The RFP talks of an ongoing project by the World Bank regarding plastic pollution assessment methodologies. Is any information regarding this project available in the public domain?Answer: The information related to the study is available in the public domain. Searching through popular engines using appropriate keywords will lead to the findings.4. Question: Can we add annexures to the technical proposal format? Or do we have to add all of our content within the provided format?Answer: Yes. Annex(es) can be added to the technical proposal format5. Question: In Section 1 of Form D, one of the assessment criteria for task 1.2 is the management structure - Kindly clarify if it is about the project management structure or the overall organizational management structure?Answer: Contractors are expected to demonstrate the overall organizational strengths connecting to the proposed project structure with a clear link to the management capabilities
