TERMS OF REFERENCE


TRAINING ON COLLABORATIVE
AND TRASNFOMATIVE LEADERSHIP SKILLS IN PEACE AND SECURITY WORK IN AFRICA

1.     Course Description:

The workshop for the Peace and Security Department
(PSD) should aim at enhancing skills in collaborative and transformative
leadership among Senior Officials who, individually and together practice
collaborative leadership for improved programme management and building
sustained peace and justice in the Continent.
The training should also enable the Senior Officials to attain skills that will enable them to exhibit real executive leadership.

2.    Workshop Objectives:

By the end of the workshop, the participants should be able to:

1. Deepen connection and trust across programmes levels;

2.Identify the characteristics of effective leadership and the most common saboteur;
3.
Develop an executive leadership style that adapts to the person and situation;
4.
Improve performance through empowerment and effective delegation;
5.
Apply executive leadership training to continue your growth as a leader through a self-development plan;
6.Identify key challenges and opportunities that require creative responses and a
transformative leadership agenda;
7.
Develop a deeper and clear commitment to collaborate individually and as
a collective to significantly impact the quality and efficiency of leadership
to positively influence the management culture of their organization;
8. Explore and strengthen their leadership abilities by demonstrating skills in methods of dialogue and negotiations;
9.Clearly communicate mission, vision and value statements of the Commission and PSD;
10.Identified existing conflict issues in their contexts and potential new collaborative and transformative leadership roles to improve programmes management.

 

3.     Workshop Process and Method:



Most activities will be very interactive and lively. The idea is to create a safe, interactive and enjoyable learning atmosphere in which participants have the opportunity to learn in creative ways how collaborative and transformative leadership could improve the quality of management of their programmes. Some of the methods will use include individual reflection, input from facilitator and resource
persons, small group work, plenary discussions, video clips, power point
presentations, drawing map of Africa on the ground, sharing experiences,
storytelling, role plays, writing contributions on cards, etc.

 

4.     Number of Participants – Eight (8)

 

5.     Proposed days – 4-5 working days

 

6.     Proposed Date of workshop – Anytime in December 2012

 

7.    Services required


Your financial proposal should indicate course fee, conference facility, two coffee brakes and lunch.  Your technical proposal should not exceed 4 pages.

Any venue proposed by the offeror in Africa

 

9.  Evaluation Criteria

Technical proposals will be rated as per the following
matrix. A firm will have to score a minimum of 70% to be considered for the
next step. Financial evaluation will be conducted for the qualified and
responsive technical proposals (i.e.70% and above ). Financial proposal and
technical proposal will constitute 30 points and 70 points respectively. The
responsive and qualified firm with the highest combined rate will be issued a
contract.
