Description

PURPOSE OF THE RFP

The contractor is required to provide Technical Assistance to the Department of Health to develop the Health Executive Agenda for Legislation for 2022-2025.

 

BACKGROUND

The WHO Country Office of the Philippines is supporting the Department of Health to develop its Health Executive Agenda for Legislation for the 19th Congress (2022-2025).


The Universal Health Care Act (RA 11223), enacted in 2019, contains comprehensive and progressive reforms to ensure that every Filipino is healthy, protected from health hazards and risks, and has access to affordable, quality and readily available health services to meet their needs. Despite the comprehensive nature of the UHC Law, and other Laws that also contribute to promoting and protecting health, legislative gaps remain that hinder full implementation of UHC. Thus it is necessary to re-examine existing legal provisions on health as well as formulate policies to address emerging issues on UHC implementation.


To complement and support the full implementation of UHC, the Health Executive Agenda for Legislation (HEAL) is a set of proposed bills which shall be developed from assessed policy gaps in the implementation of UHC which necessitates the formulation and adoption of new legislation. Primary responsibility for developing HEAL sits with the Legislative Liaison Division of the Health Policy Development and Planning Bureau (HPDPB).


To ensure HEAL has been developed with careful deliberation of specific criteria and that it will strategically address issues and concerns of UHC implementation, WHO is seeking a contractor to provide technical assistance to the HPDPB to review HEAL proposals and provide best global evidence on the necessity of a particular proposal and how it will accelerate UHC in the Philippines.

 

REQUIREMENTS/WORK TO BE PERFORMED

Objective 1: Detailed workplan developed and regular management reports provided.
Output 1.1: Inception plan with workplan/timeline of activities and data collection tools (week 1)
Output 1.2: Provide accomplishment reports and technical output reports each week
Output 1.3: Provide a final technical report and a financial statement/invoice at the conclusion of the work.


Objective 2: The DOH's priority agenda for legislation for the 19th Congress formulated.
Output 2.1: Review earlier HEAL and current policies, standards, regulations, reports and references relating to global evidence pertaining to the necessity for proposed legislative priorities for the 19th Congress and provide an accomplishment and technical report (week 2)
Output 2.2: Organise and facilitate consultative meetings, focus group discussions and workshops (weeks 3-4). This includes but is not limited to:
• stakeholder consultative meetings.

• activities/workshops/consultations/writeshops until the HEAL is finalised and signed by the Secretary of Health.
• provide a report, within 3 days, after each meeting/event.
Output 2.3: Submit the final version of the HEAL, ready for consideration by the Secretary of Health (due week 5).


Objective 3: Bill for the HEAL drafted
Output 3.1: Develop and submit a detailed concept note for the Bill Drafting Workshop (due week 4).
Output 3.2: Organise and facilitate Bill Drafting Workshop (weeks 6-7), providing final output from the workshop and a report on the workshop (and any related activities).


Objective 4: Formulate the Legislative Advocacy Plan.
Output 4.1: Detailed strategy plan for DOH advocacy related to the HEAL (weeks 8-9)

 

CHARACTERISTICS OF CONTRACTOR

The successful bidder shall be a ☒ for profit / ☒ not for profit institution operating in the field of health policy, public sector management, public health, public policy, or law with proven expertise in as described below.


The successful bidder is expected to demonstrate experience and list relevant projects as follows:


Mandatory experience:
• The contractor's team should be comprised of members with relevant skills and experience relating to health policy development, standards and regulations, legislative processes, legislative agenda setting, advocacy planning, public health, and a solid understanding of Universal Health Care
• Team leader: at least 10 years of experience relevant to this work, familiarity with DOH mandate and government policy processes and an advanced university degree from an accredited/recognised institution in public health, law, public sector management, public policy, or other qualification(s) relevant to the work to be undertaken.
• Team members: at least 5 years of experience relevant to the work and familiarity with DOH mandate and a university degree from an accredited/recognised institution related to training as a health professional, public health, law, public sector management, policy analysis or other qualification(s) relevant to the work to be undertaken.
