RFP-2023-32 Consultative capacity: Stakeholders Influence Mapping
The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out tasks that contribute to 1) map/identify key stakeholders of UNAIDS (including existing partners) and mechanism used for their engagement for developing strategies and engagement related to influencing, advocacy, campaigning, and partnerships , 2) Analyse the stakeholders based on their power and influence in advancing UNAIDS Global Strategy and 3) prioritize and provide data on the stakeholders that is usable by UNAIDS to develop bespoke strategies at micro (Practice/departmental/country/global) levels and engage in advocacy, influencing, and campaigns
Under the guidance and supervision of the Director, Influence and Partnerships, as well as collaboration with other staff in the Influence and Partnership team, the consultant is expected to provide advice and technical support to the deliverables following key tasks:
a) To gain a big-picture view of the issue and where each initiative of UNAIDS and Joint Programme sits in relation to other influencers, decision-makers and stakeholders.
b) Identify UNAIDS allies and opponents.
c) Understanding who holds power and prioritise whom UNAIDS should target to achieve maximum influence.
d) To enhance decision-making on where to put our attention to maximise resources and impact.
e) To develop a route map of tactical options and how they might play out for various initiatives.
f) To enable various focus areas and programmes to develop laser-focused advocacy and campaign strategies with the best chance of success.
g) To develop a partnership framework that can be used repeatedly to status check, track the impact, and makes decisions towards UNAIDS’ advocacy goal.
Influencing and Partnerships consultant will be contracted on a full-time basis for a period of 100 days from signing of contract.
