Development of electronic publication (epub) of books

ICC Core Legal Texts in epub format

This is a request for preliminary information regarding the possible development of an electronic publication (epub) version of the Core Legal Texts of the International Criminal Court (ICC). The development will depend on the available funds in the ICC’s Public Affairs Unit budget. In your response, please give us a rough estimation of the costs. The deadline for the delivery of the finalized epubs is 1 December 2012.

The publication

The Core Legal Texts of the ICC is a publication comprising the governing legal documents of the ICC. There are 7 books packaged in one compendium. Each book is an entity of its own. The hard copy of the publication is in the form of a binder where each book is marked with the specially designed tab.

There are no images in the publication except the covers of the compendium. The publication is produced in three languages: English, French and Arabic. The English publication is 438 pages long. The other language versions are of a similar size.

All books currently exist in MS Word, Adobe Acrobat and Adobe Indesign format.

Epubs

The Core Legal Texts as epubs need to be 7 separate books. Each book will have a table of content pointing to articles in the book. Optionally, hyperlinks to specific articles would also be included in the book. This will be further discussed with the developer. All books will be fully searchable and will have text-to-speech (TTS) functionality.

Each book will have its own visual identity based on the cover of the hard copy version. Since there are no images on the covers, one can use vector based (CSS based) covers. The logo of the ICC can be provided in svg format.

The ICC will own the source code of the epubs. Both source code and the technical documentation will be sent to the ICC Public Affairs Unit upon the successful completion of the project.
