Provision of External Mid-term Evaluation PARM Horizon 2

OBJECTIVES OF THE RFP: The Mid-Term-Evaluation (MTE) aims at determining the relevance, efficiency, effectiveness, impact and sustainability of PARM Horizon 2, given its mandate, institutional structure, goals and modus operandi. The MTE is proposed to allow PARM Secretariat, the Steering Committee, Governments and the development partners to identify the strengths, the weaknesses and assess the overall performance of the platform. The findings of the evaluation are expected to contribute to achieve the objective of PARMH2 and better align the activities with Governments and strategic partner priorities. Institutional sustainability will be a key transversal issue to address in the evaluation. The Mid-Term Independent Evaluation (MTE) aims at providing a neutral and practical external view of PARM based on the achievements from 2019 to 2022. The MTE is expected to establish if the current architecture of PARM is still the most efficient in a global context continuously exposed to extreme events such pandemics, financial crises, conflicts and the effects of climate change. The ultimate goal of the MTE is to provide concrete recommendations and the necessary adjustments to allow the platform to continue (and strengthen) its key role in the domain of ARM at global, regional and country level.
