CONSULTANCY FOR FINALIZATION OF PROCUREMENT AND QUALITY ASSURANCE GUIDELINES AND PROCUREMENT PLANNING TOOLS
The purpose of this RFP is to seek a qualified individual or firm to provide a Procurement and Supply Chain Management (PSCM) consultancy services to Unitaid, particularly for the finalization of Procurement and Quality Assurance Guidelines and Procurement Planning Tools.

Work to be performed:
The selected Procurement and Supply Chain Management (PSCM) consultant is expected to perform the following tasks:
1. Conduct comprehensive review of the current version of the “Unitaid Policy on Procurement, Supply Management and Quality Assurance of Health Products” and all internal feedback received following the development of the first draft. Ensure alignment with the Unitaid Strategy 2023 – 2027.
2. Consult relevant partners (such as the WHO RPQ, the Global Fund, USAID, CDC, Africa CDC, and selected Unitaid implementing partners) on the completeness, correctness as well as technical/operational feasibility of the guidelines. Incorporate learnings from consultation into a final draft of the guidelines.
3. Review the draft PSM tools and Standard operating procedures, consult current users of the tools and incorporate learnings into a final version. Ensure alignment of the new tools with the guidelines.
4. Develop a presentation for the dissemination of the new guidelines and tools.
Qualification and skills:
Education Qualifications
Essential
Advanced university degree (master’s level) in business administration, Information Management, Supply chain management, Pharmacy or related field.
Desirable
Supply Chain Management Training such as Chartered Institute of Procurement and Supply (CIPS) certifications or equivalent.
Experience
Essential
- At least 7 years of experience in pharmaceutical or diagnostic procurement and supply chain management at the global and national levels.
- Experience in quality management and policy development for procurement and supply chain management.
- Experience managing public health products for HIV, TB, Malaria or Viral Hepatitis.
- Proven work experience in multi-stakeholder environments (international and national) and working across multi-functional and dynamic teams.
- Experience in pharmaceuticals and/or diagnostics market access/regulatory affairs, quality assurance, and/or intellectual property.
- Proven track record performing similar work (development of PSCM tools and policies) for governments and/or international organizations (evidence required).
- Demonstrated understanding of linkages between procurement policy, implementation and impact on the market.
Desirable:
Proven experience developing and or implementing PSCM and Quality Assurance systems and procedures in international organization (such as WHO, Global Fund, USAID or UN agencies).
