Description
The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) is the regional development arm of the United Nations for the Asia-Pacific region and it is headquartered in Bangkok, Thailand.
The UNESCAP premises in Bangkok presently comprised of three reinforced concrete buildings:
a) the Secretariat Building, a 15-floor high-rise reinforced concrete building constructed in 1975 totalling
more than 29,500 sq.m. of total constructed area including 17,000 sqm of office space;
b) the Service Building, a 4-floor reinforced concrete building built in 1975 with a total of 19,727 sq.m. of
constructed area; and
c) the United Nations Conference Centre built more recently in the early 1990s and with 50,730 sq.m.
UNESCAP requires a contractor to remove return fans that are no longer in use from the ducting system. There are 35 fans in 35 locations with flexible connections to be removed and replaced with straight duct in multiple locations around the conference centre. Additionally, the fans are connected by a flexible connector and rope gasket that contain asbestos (ACM). Therefore, asbestos abatement is required for this work.
Asbestos is a hazardous material and extreme caution must be taken during the removal. As the asbestos flexible connector (AFC) and asbestos rope gasket (ARG) contains more than 1% asbestos, OSHA (USA) classifies this work as Class II asbestos work.
An abatement plan has been prepared by a subject matter expert and will be provided to contractor conducting these works. Monitoring will be required by the contactor with oversite being provided by both ESCAP and the subject matter expert (as an independent third party).
DESCRIPTION OF REQUIREMENTS:
The scope of works shall be performed by a qualified contractor (see Specific Requirements) and will include, but not be limited to, the following:
1. The contractor shall remove thirty-five (35) units of axial inline return air fan mounted in the return air
duct of AHUs at UNCC and install a new straight duct section of the same size as existing.
2. Review the Asbestos Abatement Plans provided by ESCAP.
3. Furnish and manage all labour, materials, services, and equipment, necessary to carry out the removal
of the ACM and associated tasks which includes removal, handling, cleaning, storing, and packing
removed the ACM in accordance with the abatement plan and procedures.
4. Provide all personal protective equipment to the ACM removal workers as required.
5. Provide documentation on asbestos abatement plan, personnel and responsibilities, health and safety,
materials equipment, steps of abatement work and remediation work.
6. Coordination with all parties such as consultant, sub-contractors and UNESCAP.
7. Participate in on site induction and training for site specific hazards and control measures.
8. Ensure project specifications and abatement procedures are followed during project works.
9. Ensure containment and controls are effective prior to asbestos removal works commencing in
coordination with the consultant.
10. Operate machines or equipment to remove, package, store, or transport loads of waste materials.
11. Provide a certificate of proper waste disposal by a certified disposal contractor or company to dispose
of hazardous waste in a designated landfill.
12. Removal of the fan’s supports, hangers, channels, duct to fan transition connections, power, and
control cables, and all connecting conduits in a safe and secure manner.
13. The removed fan section shall be replaced with a new straight duct section of the same size, flanged
connection without gasket, and similar material to the existing one to ensure duct friction loss is
minimized.
14. The new straight duct section shall be complete with appropriate hangers and other associated
accessories to withstand the weight load and avoid sagging and vibrations.
15. The newly installed duct section shall be insulated with the same material as the existing ductwork.
16. The new duct section joints to the old duct, if required, shall use non-asbestos-containing materials.
17. The design and installation of the new duct shall be in accordance with the Sheet Metal and Air
Conditioning Contractors' National Association (SMACNA).
18. The contractor shall perform testing and commissioning of the newly installed duct to ensure that
airflow is uninterrupted, and air leakage is within the acceptable range.
