Country Health Information System Development Consultant
BACKGROUND
The health information system is a pivotal element of the health system in all PIC countries which provides evidence for policy decisions. Different countries in PICs are in different stage of development on HIS and facing different challenges on HIS development. All PICs are also facing need to better use different tools including different reporting tools, analytical software including (DHIS2 and others) for national information system and different health program reporting or population registration practices. Some countries are also facing how to compile different data reporting system, improving data sharing and better use data within health sectors and other sectors to provide evidence for policies development.
WHO is also providing sustained support in tracking health development in PICs and support different surveillance system for different diseases and health outbreak in PICs and the consultant would provide technical support in related health program works on information and reporting system development and data use.
In addition, most PICs are conducted number of actions to improve Civil Registration and Vital Statistics, Unified ID development, and other important foundation works that contribute better digital health development in countries and some countries already developed or updating country its digital Strategies. This consultancy would also support in reviewing current systems and supporting the development, updating and implementation of national digital Strategies in countries.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
This consultancy will provide technical support to the Pacific Health Systems and Policy (PHS) Unit under the Division of Pacific Technical Support (DPS). The consultant will support the Health Information System (HIS) development to the Ministry of Health (MoH) in different Pacific Island Counties (PICs) and also provide technical supports to WHO country offices in Pacific countries. The consultant will work closely with country partners and country government HIS focal persons in PICs to develop and build capacity in strengthening health information systems including data report, data processing, data quality improvement, data analysis and other knowledge and skills used.
Additionally, the consultant will provide technical supports to a broader range of areas within health information systems and strengthening better use data to decision making in different health program and health policy development in countries.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: Provide technical support for strengthening and harmonizing the national health information systems.
- • Deliverable 1.1: review current health management information systems, identify gaps and overlaps in data collection and information systems including important program-based information collection and systems in countries.
- • Deliverable 1.2: Periodically review data quality and identify possible data quality improvement measures
Output 2: Provide technical support to the Ministry of Health in countries for promoting data processing, analysis and developing data products based on country needs.
- • Deliverable 2.1: support countries to improve country data reporting system, data process and analysis process
- • Deliverable 2.2: support countries to draft and produce data related reports or other information products.
Output 3: Support countries to improve data system management, reporting, processing, analysis and dissemination capacity based on country requests
- • Deliverable 3.1: Training, coaching, and other capacity development activities with specific focus on country specific request.
- • Deliverable 3.2: Provide related technical supports to different programmes when needed including different population programmes and multisource surveillance system in countries.
METHODS TO CARRY OUT THE ACTIVITY
- • Through desktop review, connecting with colleagues from country office and MoH of countries to understand the situation and needs on health information development in countries.
- • Discussion with different programmes from regional office, country office and other colleagues to discuss possible working priorities and actions to support country HIS development with clear achievement in countries.
- • Working with WHO country office, other partners and country counterparts to develop practical action plan and supporting country implementation as required.
- • Provide technical support and capacity building as request from country to promote HIS capacity in countries.
- • Other activities related HIS development in countries that required based on the team request.
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: A basic degree in one of the fields of information technology, information systems, economics, management or political sciences from a recognized tertiary institution
Desirable: Post-graduate qualification in any of the aforementioned areas. Post graduate degree in one of the following fields, economics, management, information systems political sciences, from a recognised tertiary institution
EXPERIENCE
Essential: The candidate should have at least 2 years’ experience working in the field of developing and rolling out information systems in health
TECHNICAL SKILLS & KNOWLEDGE
Experience in managing and coordinating health information system projects within a public health context especially DHIS2 development as well as data analysis and report writing
LANGUAGES
High level of proficiency in spoken and written English is essential
