New clarification added: Question:Can you please confirm the difference between 4.2 Programme and 4.3 Method Statement in the returnable schedule? What exactly should be included in 4.2 Programme?Answer:4.2 Programme indicates the order and timing in which the Consultant intends to carry out the Services in order to complete the Services by the Time for Completion.It is a schedule in the form of Gant chart to show activities with detail time line and milestones.4.3 Method Statement shows the approaches on how exactly the service will be carried out.It is a description of the arrangements and methods which the Consultant proposes to adopt for carrying out the Services and acive the expected result.Best Regards,

New clarification added: 1. Question:For privately owned companies, can the requirement for audited financial statements for the last three (3) years be met with signed financial statements for the last three (3) years?Answer:The document submitted need to be audited or at least reviewed by the trusted party/entity to make sure the report is validated.Kindly clarify why an audited version cannot be submitted? If the audit is not yet completed, then your company can submit the audited one from the previous year.Or else, your company should submit another documentation which is verifiable to confirm the annual turnover, such as signed contract/PO with their previous clients. 2. Question:In regards to this section of the ToR: “Field interventions will be undertaken under the supervision of a UNOPS Site Engineer, utilising the services of PNG based contractors, as required, who will be contracted directly by UNOPS following UNOPS procurement rules and policy.” Does that imply that no field travel should be planned or budgeted by the consultant team within the proposal? From our perspective and experience, it’s very important that the team completing the feasibility study conduct site visits themselves to collect relevant information with UNOPS representatives.Answer: This section of the TOR is about future implementation. Field visit, investigation and assessment will be the full responsibility of the bidder. UNOPS will not assign any additonal contractor for field investigation. Hence, UNOPS will assist only in liaising with stakeholders such as PNG Power Ltd, Provincial Administration and others to supply information when required. In this connection, the bidder has to submit a method statement on how to carryout field investigation including its subcontractors for this purpose.We will upload the revised TOR with this change (deleting this part from the TOR) shortly. 3. Question:Please confirm that the Environmental and Social Management Plan (ESMP) is a deliverable of the project, and not expected at proposal stage? We understand that a methodology for completing the ESMP should be in the proposed approach in the proposal.Answer:ESMP is deliverable of the service. The proposal shall include methodology and approach for completeing the ESMP 4. New clarification added: Question:Can the network connectivity model and the related analysis of conductor sizes and power flow be developed directly on GIS? Answer:Yes, It is important that the bidders understand thata) a copy of the GIS model is to be made available to UNOPS, andb) it is in a format that can be viewed using open source software.The GIS model forms part of the deliverables.Best Regards,

New clarification added: Question:Would it be possible for UNOPS to please provide some more detail around the scope for the safeguarding elements required for the project?The RFP documents advise that an Environmental and Social Management Plan (ESMP) will need to be developed, however, there is no mentioning of other safeguarding plans. In our expereince, the ESMP will typically be informed by an Environmental (and Social) Impact Assessments, and supported by other safeguarding plans such as a Community Consultation Plan/Stakeholder Engagement Plan, and a Gender Action Plan. Can you please let us know if such plans will need to be developed by the Consultant for this project?Answer:The requirement for ESMP should include Environmental (and Social) Impact Assessments as indicated in the scope of services. The bidders are also required to prepare Stakeholder Engagement,Consultation and Communications Plans as indicated in the scope of services and deliverables under inception report. However Gender Action Plan is not part of the scope of the service.Best Regards,

New clarification added: Question: We would like to ask you for an extension of three weeks to submit our best offer.Answer:We decided to extend the tender deadline for 1 week from the initial tender deadline. Hence, the new tender deadline will become 25 August 2022. It will be reflected in the system shortly.Best Regards,
