Objective of the consultancy:
The purpose of this RFP is to seek qualified firm to conduct end of project evaluation related to malaria disease, “New Nets Project (NPP)”. The Evaluators are expected to support Unitaid with the assessment of the relevance, coherence, efficiency, effectiveness, impact, sustainability and lessons learned for this project as captured by the outcome, outputs and activities performed. The grant evaluation is an assessment of both Unitaid and the grantees’ performance.
Qualification of Firm and Consultants:
The successful bidders will propose a multi-disciplinary team of 3-4 experienced evaluators, including the team leader. The team leader must have at least 7 years of experience leading evaluations of a similar scope and complexity and ideally a strong understanding of market dynamics and interventions to increase access to malaria prevention products and services in low and middle-income countries. Core team members should have at least 5 years of individual experience in their respective areas of technical expertise. The bidders must not have been part of the NNP consortium or involved in any subcontracted work related to the NNP.
The proposed evaluation team should meet the following requirements:
• Expert knowledge of the malaria field and the challenges related to malaria in LMICs, especially relating to malaria vector control;
• Experience in conducting evaluations of grants in the field of malaria prevention and product development/market access;
• Demonstrated knowledge of the challenges and options around ensuring access to innovative health products in LMICs;
• At least one team member with expertise in malaria vector control;
• At least one team member with expertise in collection and analysis of qualitative data;
• Expert knowledge of the global health landscape and the dynamics of introducing and scaling up interventions for complex health issues in resource-limited settings, such as malaria vector control, at national and global levels;
• Have either a regional/local presence in the project countries (especially those targeted for in-country data collection) or access to local counterparts;
• Include an appropriate representation with regard to sex, a broad mix of backgrounds, skills and perspectives, and national and international experience, including in resource-limited settings; and
• Proficiency in English, and at least one team member with proficiency in French and one with proficiency in Portuguese (ability to conduct interviews and interact with in-country stakeholders in French / Portuguese, respectively).
Bidders are invited to submit a proposal for the above mentioned Request for Proposal in accordance to the documents attached in the "Tender Document" tab. Proposals must be submitted via UNGM, through the “RFP documents” tab and upload documents in “My Tender Return” no later than 26 August 2022 at 17:00 hours, Geneva time.
