New clarification added: The RFQ mentions the following deliverable: "Continuous support to identification of donor assistance in specific subsector areas to be featured in ETP’s concept notes on need basis. (Deliverable 7)". Kindly clarify if Deliverable 7 is only identifying the donor assistance in specific subsector areas for ETP's concept notes, or will the successful bidder be expected to actually produce the 10 concept notes?Dear Value Bidder,The task under these terms of reference is to augment ETP's concept notes with listing and analysis of donor assistance, assistance gap in the context of the specific intervention proposed in the Concept Note. Please clarify what is meant by: "a report on the diagnostic and conclusions narratives"2. Please clarify which subsectors are to be included in the report.3. Please clarify which topical areas are to be included in the report.4. Please confirm that by "geography" you mean Vietnam, Indonesia, and the Philippines.Dear Value Bidder,Please see below replies. Thank you.1. Report on the diagnostic means to report on the investigation/analysis of the donor assistance programs , segmented by subsector, topical areas, and geography. A word or words appear to be missing in this section. Please clarify the meaning of this sentence - did you mean "Provide additional two issue-based specific and significant REPORTS (emphasis/caps mine) ON donor activity mapping and A strategic analysis of the content, gaps, and possible overlaps and progress and impediments under these activities"? Please clarify which "activities" you are referring to here.Dear Value Bidder,Yes, the consultant will provide additional two issue-based specific reports on issues pertaining to energy transition topics, agreed between ETP and the consultant. New clarification added: In order to estimate the total and annual Level of Effort required for this project, it would help to know the duration of the project as anticipated by UNOPS. Please clarify the duration (number of years) anticipated for this project. If possible, please clarify the budget range per annum (USD), and in total that UNOPS anticipates for this project.Dear Valued bidder, To provide a bit of background of our project (ETP):The ETP is initially a 5-year program (ending in 2025), however, it is highly likely to be extended by several years.If the question pertains to this specific tender, UNOPS is not able to disclose the budget range. New clarification added: 1. During the course of the assignment, do you envisage any travel to concerned SEA countries, if yes, can you provide tentative number of trips to be made to each country. 2. We want to understand, do we need to have local manpower in the concerned SEA countries. As, we will bid through our Indian entity, however we will leverage our member firms in the SEA region for bringing local expertise. 3. RFP only mentions the qualification of team leader, can you also provide the team strength required for this assignment and their qualifications. It will help us to estimate our budget. 4. We understand that scope mainly covers the donor assistance, ministerial support and knowledge partnership and doesn’t involve any direct implementation support to ETP works. 5. As per Section B- Specific deliverables- point 6C - We need to prepare 2 reports per annum. We want to understand that what would be the contents for this report- will it only include on-going donor-funded programs under ETP, or it will also include interventions areas for energy transition in the region. 6. As per Section B, Specific deliverables- point 7 - We need to prepare 10 concept notes. We want to understand that what constitutes these concept notes- will it only include the donor related activities in Energy Transition Partnership, or will it mainly include any case studies/ potential areas for energy transition 7. As per Section C, Work Schedule- We need to provide continuous support to identification of donor assistance for one year period. We want to understand what kind of support will be required, will it be only in the form of preparing reports, concept notes and data formats.Dear Valued bidder, Please see below replies.1 & 2. Travel to three SEA countries is not required. However, the consultants should be in the region/similar time zone. The assignment can be done virtually.3. Team must have local expertise and exposure to donor community in the three SEA countries in order to collect accurate data on ongoing or imminent donor initiatives (in energy transition) in the region.4. The scope covers donor assistance to energy transition; no implementation support for ETP.5. The report should contain information on imminent/ongoing donor assistance programs in energy transition related topics in the region (especially in the three main focus countries: Indonesia, Philippines and Vietnam), AND it should also include recommendations on potential ETP's interventions.6. The task under these terms of reference is to augment ETP's concept notes with listing and analysis ofdonor assistance, assistance gap in the context of the specific intervention proposed in the Concept Note.
