Overview :

The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Individual Consultant Procurement Notice (IC) for the above-referenced subject. 

The recently launched LAC Human Development Report 2021 (RHDR) argues that Latin America and the Caribbean is a region of great contrasts, where wealth and prosperity coexist with vulnerability and extreme poverty. The list of contrasts is long and familiar. The region is also characterized by very volatile and low average growth, explained by low productivity. The RHDR also indicates that the region is caught in a trap of high inequality and low growth. These two phenomena interact in a vicious circle that limits the ability to advance on all fronts of human development. Understanding the nature of the trap is critical to breaking free from it.

The RBLAC SDG and Development Policy Team is responsible of the implementation process of the recommendations of the RHDR, through the production of analytical content to support decision-making in the region. This includes the production of research using microeconomic data, and the dissemination of results in different publication outlets to target different audiences, including the periodic publication of the RHDR for Latin America and the Caribbean.

The UNDP Regional Bureau of Latin America and the Caribbean (RBLAC) wants to strengthen the capacity of its SDGs and Development Policy Team to produce policy-oriented analytical work supporting (i) UNDP LAC country offices in their day-to-day interaction with government, (ii) the production of technical documents to inform policy debates, and (iii) to sustain the COVID-19 regional socio-economic response using HFPS. To advance with this, RBLAC is seeking for a Senior Economist Consultant to provide guidance with the three points mentioned above. The Senior Economist Consultant will report to the Chief Economist.

This process is directed only to one individual.  Any proposal received by more than two individuals jointly or legal entity will be rejected.  Likewise, all the proposals from consultants involved in the elaboration of the present Terms of Reference will be rejected.
