New clarification added: Please note the below-raised questions and our official responses in connection to this Request for Quotation: Question 1: Is it compulsory to join an international company or is it enough to join a regional company with a local company?Response: No, it is not compulsory to join an international company provided that the regional company with the local company fulfills and complies with all requirements and the required terms and competencies stated in the tender documents (especially: RFQ_Section_II_Schedule of Requirements and RFQ_Section_III_Returnable Bidding Forms).Question 2: Due to the tight time of the close deadline, we request for an extension of two weeks to extend the deadline till the 5th of July 2022. Nevertheless, we suggest to submit the bidders could submit an Expression of interest associated with the required assignment to show an understanding of the components of the assignment.Response: Please note that the deadline has been already extended until 28-June-2022. Question 3: Is the certified training required or a condition in this assignment?Response: Trainees shall receive a certificate of participation in the training courses attended. Question 4: Do UNOPS intend to include all LCs in providing MIS system or just those big ones which have already an MIS system/gis in place June 2022Response: For more details on this requirement, please refer to RFQ_Section_II_Schedule of Requirements. New clarification added: Dear Bidder,Please note the below-raised questions and our official responses in connection to this Request for Quotation:Question 1: In "Form B - Price Breakdown'': Could you please clarify the difference between the "No. of Staff" in items of "Personnel" and "Administration"? - Please provide examples.Response: We assume that there will be a cost for the personnel who shall physically visit the institutions and cost for the administration works. However, “Bidders can amend the form as necessary” as stated in RFQ_Section_III _ Returnable Form B - Price Breakdown- part one- A154.Question 2: On pages 19-20 of the QFQ doc.Price Schedule: Coffee Break for each participant is 7$, and 11$ for Lunch. Are these amount per day or a program? My question is about whether I can participate in the first part and in some training courses from the second partWhen submitting the financial offer, does it include the trainees’ travel allowance and their expenses, and who determines those expenses?Response: No. we are looking for a consultant firm to perform all the tasks specified in the tender. The trainees' travel allowances shall not be included in the financial offer and it will be reimbursed according to actual training, however, the consultant should include only the service cost for the distribution of these allowances.This shall form part of the official solicitation documents. New clarification added: Dear Bidder,Please note the below-raised questions and our official responses in connection to this Request for Quotation:Question 1: In Form B – Pat Two - Price Breakdown – last section (Other Cost Fees), the expected total Allowances for trainees for the entire program is 424000 $. Kindly, be informed that the total number of participants is 1980, the number of training courses are 102, and the number of training days are 446. Accordingly, if we assume the calculation as follows (minimum amount for transportation 16$ without accommodation):446 (days) X 16 $ (transportation allowance + Round Trip) X 1980 (Number of Participants) = 14,129,280 $+ 16 $ (Round Trip) X 102 (number of training courses) X 1980 (Number of Participants) =3,231,360 $, so the total amount will be 17,360,640 , and does not meet your expected number (424000). Am I right?Response 1: No, The calculation assumes that each of the participants (expected to be around 2000) shall attend only one training course, and in case the same person shall attend more than one course, for example, four courses, ha was calculated as four participants.Question 2 : In Form B – Price Breakdown – part 1 & 3 section of others, column I 162 equation shows 20% extra of the total amount. Shall we remove this equation from our side as it has already been included in the above stages?Response 2: Yes, you shall remove this equation. This shall form part of the official solicitation documents. Please be guided accordingly.

New clarification added: Dear Bidder,Please note the below-raised questions and our official responses in connection to this Request for Quotation:Please find below inquiries received for the subjected tender:Question 1: Could you please confirm that this call is an open international competition? Or, it is only for firms registered in Yemen?Response: Yes, This is an open international competition, please refer to the details of this RFQ to know more about other requirements and conditions.Question 2: As stated, “The firm should be present in Yemen (or have a joint venture with local firm/s in the same field present in Yemen in case the leading firm doesn’t have a presence in Yemen), have access to other locations as required, and have all the necessary resources required to successfully carry out the assignment.” We need more clarification on this.Response: As mentioned in the ToR and the RFQ documents there is a need for physical presence for the firm team in Yemen in order to perform the on-ground activities that involve field visits, etc. please refer also to RFQ_Section_III_Returnable Bidding Forms -Qualification, capacity and expertise item 2.1.Question 3: As stated in page 11 & 12 (RFQ) TOR: “Development and Establishment of Integrated MIS systems, Development of Project Management Manuals and Operational Manuals, Reactivation of Road Asset Management System and TOR for Institutional support. Is it required to develop electronic systems or only a paper procedures manual?Response: As mentioned in th RFQ_Section_II_Schedule of Requirements Pages 12 ,13 are the consultancy works to prepare ToRs , for the following tasks 3.1 ToR for development of Integrated MIS systems. 3.2 ToR for development of a Project Management Operational, Manuals3.3 ToR for Reactivation of Road Asset Management System3.4TOR for Institutional support packages for selected institutions.The output of the above-mentioned tasks is ToRs, BOQs, etc. Question 4: As stated on page 7 – TOR : The main target institutions and local implementation partners. (Beneficiaries): Private Sectors: Firms, contractors, and consultants, Could you please clarify the capacity of these institutions.Response: Please refer to RFQ_Section_II_Schedule of Requirements Part II-1 Cross-Cutting Trainings item 6.2 and Part II-2 Crosscutting Trainings item 3.Question 5: We need to know more about how far is each location from the other in order to estimate the financial breakdown. Response: Please refer to the details of the targeted institutions mentioned in multiple parts of the RFQ. Also, please refer to RFQ_Section_III_Returnable Bidding Forms -Qualification, capacity, and expertise item 2.1.Question 6: As stated “the training material is presented in Arabic” .. does it mean that the delivery mode is also Arabic?Response: Only the delivery of the training program should be in Arabic (with English terminology) as it is the language of the targeted trainees.All other tasks(i.e. Assessments, Plans, ToRs and bidding documents, reports, communication etc) shall be in English.Question 7: The phrase ‘Development of..’ has been stated in many parts; does it mean : the process of creating something new or more advanced or the process of growing or changing and becoming more advanced?Response: It means all of them depend on the context and nature of the task . Question 8: As stated in RFQ : “Provision of hardware and software of the already existing system, analyze and Identify Gaps for its possible upgrade to Road Asset Management System (RAMS).” How can we estimate the cost of this stage and we don’t know about the existing status and exact required QTY?Response: As mentioned in th RFQ_Section_II_Schedule of Requirements Pages 12 ,13 are the consultancy works to prepare ToRs , for the following tasks 3.1 ToR for development of Integrated MIS systems. 3.2 ToR for development of a Project Management Operational, Manuals3.3 ToR for Reactivation of Road Asset Management System3.4TOR for Institutional support packages for selected institutions.Question 9: As stated on page 18 : ‘The contracting firm will be responsible for making its own security arrangements, as appropriate, for the duration of the contract. The cost associated with the security arrangements has to be made part of the Financial Proposal and shown as a separate line item.’ What does the security arrangement includes in order to estimate the cost?Response: Please refer to RFQ_Section_III_Returnable Bidding Forms -Qualification, 9 security and duty of care (1 and 2) . page 18 . Question 10: As stated: ‘The firm shall carefully outline how it will develop each training activity, taking account of the security situation on the ground.’ Our plan will be designed carefully, but it will be difficult to estimate the security situation over there.Response: The firms should demonstrate in the proposals their capability and ability to tackle such challenges. Please refer to RFQ_Section_III_Returnable Bidding Forms -Qualification, capacity, and expertise item 2.1.Question 11: It was stated (draft Milestone) that task two is 15 months, but only 11 months highlighted Oct., Nov., and Dec.
