Description

Purpose of the APW

WHO is looking for a statistician with expertise in methods and analysis to support Fiji Ministry of Health and Medical Services (MHMS) with implementation of a survey of health care worker and population mental health.

 

Background

In April 2021, Fiji confirmed the first community case of COVID-19. Since then, COVID-19 has circulated within communities and there is current wide-spread community transmission in both Central and Western divisions. There have been reports of increased MHPSS needs during the COVID-19 outbreak for both the general population and frontline workers (including healthcare staff).

To help the Fiji MHMS tailor their response to mental health during COVID-19 outbreak, they plan to conduct surveys to learn more about the mental health needs of (i) general population and (ii) health care workers. The results of the survey will allow Fiji MHMS to target certain populations who are at increased risk of stress.

A plan for research methods and statistical analysis has previously been conducted for the surveys. The contractor is expected to support with implementation of the surveys and statistical analysis of survey data.

About the work to be carried out

  1. Support Fiji MHMS with creating research proposal (including consent forms, information sheets) for ethical approval. Fiji  MHMS will be responsible for submission to ethics in Fiji.
  2. Support with implementation of survey data collection through providing guidance and advice
  3. Support with survey data storage
  4. Conduct statistical analysis and interpretation on final data set
  5. Support Fiji MHMS through providing capacity strengthening on survey implementation and statistical analysis.

Requirements - Work to be performed

Output 1: Finalized research proposal (including consent forms, information sheets) ready for ethical approval

Deliverable 1:

A detailed document ready for submission to Fiji ethics which outlines background, proposed methods & analysis, consent forms & information sheets. The document is to be created in close collaboration with Fiji MHMS mental health team and WHO, and updated based on their feedback. . Activity plan or implementation plan and meeting schedules to be shared with MHMS and a clear process for monitoring implementation of the survey activity working with FBOS counterparts (as required)

Output 2: Data stored in efficient and ethical manner, in collaboration and updated based on feedback fromFiji MHMS and WHO

Deliverable 2:

Accessible database ready for data input available to MHMS and WHO

Output 3:  statistical analysis and interpretation on final data set, done in collaboration with Fiji MHMS staff  

Deliverable 3:

A document outlining methods taken, raw data analysis and written interpretation in an easy to read manner, updated based on WHO and MHMS feedback

Output 4: Capacity building for Fiji MHMS staff on survey methods and analysis through providing at least 2 workshops to talk through the technical aspects of the work conducted throughout the consultancy.

Deliverable 4:  brief written summary of at least 2 workshops for capacity strengthening of Fiji MHMS staff in survey methods and statistical analysis.

Characteristics of the Provider

Qualifications required:

Essential: A post graduate degree, training in statistical methodology and analysis. 

Desirable: Degree in mental health or related field

Experience required:

Essential: Previous experience of conducting and analysis surveys; at least 5-10 years experience in statistical methodology and analysis. 

Desirable: Previous work experience in low and middle income countries; previous experience of mental health survey implementation and analysis

Language requirements:

Written and spoken fluency in English (Read – Write – Speak / "Advanced" level)

Place of assignment

The work will be conducted remotely, the contractor is expected to have occasional pre-planned meetings within Fiji working hours (8am-5pm Fiji time).
